Norway – Research and development consultancy services – Assistance with concept development in the project "Future film financing" - Request for participation

The aim of the assignment is to assist NFI in the development of alternative concepts for how governmental financing instruments for feature films can be adapted and interacted in the future. The assignment will help explore how the total funding apparatus can be further developed so that it more fully supports the social goal of a sustainable Norwegian film industry that creates films the public wants to see, through flexible and effective financing that strengthens companies' ability to take risks. The concepts shall contribute to highlighting how the financing system can provide: - more predictable and efficient financing processes. - better liquidity and economic robustness of the production companies. - increased ability to combine artistic ambition and public appeal - increased attractiveness for private investments. - a greater strategic scope of action for established companies. - stronger incentives for long-term value creation and utilisation of content. The ambition is to explore a broad possibility room and develop concepts that challenge the current structures, at the same time remain within overall cultural policy objectives and administrative frameworks. The assignment shall start from the knowledge already established through the preliminary project and contribute to exploring how different means can be adapted and combined to meet the challenges identified. It is vital that the concepts are developed with a general perspective on the financing process and that they see the connection between the current and future means. The assignment shall not primarily be about improving existing individual schemes, but on exploring how a future system can be designed to provide better goal achievement, greater flexibility, better liquidity and increased industry sustainability. NFI requests concepts that challenge established mindsets and practices, and at the same time are relevant and sufficiently mature to form the basis for further analyses, impact assessments and strategic decisions.
