Irland – Enterale næringsmidler – HSE 21101 Dynamic Purchasing System (DPS) Invitation for Enteral Nutrition Products and Related Devices

Denne DPS Invitation er udarbejdet med det formål at give information til økonomiske operatører, der er interesseret i at deltage i en offentlig opkøbsproces for oprettelsen af et Dynamisk Indkøbssystem (herafter DPS) til levering af Enteral Nutrition Products og Relaterede Enheder (herafter Varen).

This DPS Invitation is a call for competition. The purpose of the DPS is to establish a framework agreement with several suppliers for the supply of the Goods. The DPS will be used for the supply of the Goods to the contracting authorities and entities listed in the Contract Notice. The DPS will be established for a period of 48 months with the option to extend for up to 24 months. The estimated total value of the DPS is EUR 10 000 000,00 (excl. VAT).

The DPS will be divided into the following lots:

Lot 1: Enteral Nutrition Products

Lot 2: Related Devices

Economic operators interested in participating in the DPS process must submit a tender in response to this DPS Invitation. The tender must include all the information and documentation required in the DPS Invitation.

The deadline for submission of tenders is 12:00 (CET) on 15/10/2023. Tenders must be submitted electronically via the eTendering platform at https://etendering.ted.europa.eu/cft/.

Late tenders will not be accepted. Economic operators are responsible for ensuring that their tenders are complete and submitted on time.

The award criteria for the DPS will be the most economically advantageous tender in accordance with the best price-quality ratio. The award criteria will be evaluated as follows:

Price: 60%

Quality: 40%

The contracting authorities reserve the right to negotiate with the suppliers who have submitted the most economically advantageous tenders. The contracting authorities also reserve the right to reject any or all tenders if they are not in the best interest of the contracting authorities.

The contracting authorities will publish the results of the DPS process on the TED eTendering platform. The results will include the names of the suppliers who have been awarded a place on the DPS and the corresponding lots.

The contracting authorities will use the DPS to place orders for the supply of the Goods. The orders will be placed in accordance with the terms and conditions of the framework agreement.

The contracting authorities will monitor the performance of the suppliers on the DPS and may exclude suppliers who do not meet the required performance standards.
