Mention that the Municipality of Targoviste has signed the Financing Contract No. 220426/03.10.2025, registered at the Municipality of Targoviste under No. 113850/22.10.2025 within the "Program for Energy Efficiency and Renewable Energy", Thematic Area "Energy Efficiency and Renewable Energy" of the Swiss-Romanian Cooperation Programme aimed at reducing economic and social disparities within the European Union. The objective takes into account the price of public utilities (electricity, natural gas, fuel) which has been continuously increasing in recent periods, consequently registering difficulties in financing current activities, as well as in managing the price of public utilities. Therefore, it is desired to reduce the costs of utilities and to decrease the degree of air, soil and water pollution, all of which contribute to the improvement of the quality of life of the inhabitants. The positive effect anticipated through the achievement of the investment objective would lead to a reduction in the operating costs of the latter, having a positive impact on the budget management by UAT Municipality of Targoviste. The Targoviste Swimming Tourism Complex is located at Calea Ialomitei Street, No. 9, in the Municipality of Targoviste, Dâmboviţa County and is owned and administered by UAT Municipality of Targoviste. The intra-village plot belongs to the public domain of the Municipality of Târgovişte according to the Land Registry No. 92953, with an area of 114.464 mp. The swimming pool on plot No. Cad. 92953 has a built-up area of 4.410 mp, a developed area of 7.582 mp. The works to be carried out are presented in the book of tasks. According to the General Bill of Quantities, the estimated value of the construction contract is 25.651.940,95 lei without VAT and is composed as follows: - 1.2 V Land Arrangement = 0 lei without VAT - 1.3 V Environmental Protection Arrangements and Returning the Land to its Initial State = 250.000 lei without VAT - 1.4 V Costs for Relocation/Protection of Utilities = 0 lei without VAT - 2. V Costs for Ensuring Utilities Necessary for the Investment Objective = 0 lei without VAT - 4.1 V Buildings and Installations = 13.856.327,87 lei without VAT - 4.2 V Assembly of Technological and Functional Equipment = 829.762,08 lei without VAT - 4.3 V Technological and Functional Equipment Requiring Assembly = 10.462.601 lei without VAT - 5.1.1 V Construction and Installation Works Related to Site Organization = 247.275 lei without VAT - 5.1.2 V Costs Related to Site Organization = 5.975 lei without VAT The contracting authority will respond clearly and completely to all requests for clarification/information addressed by economic operators, within 11 days before the deadline for submitting tenders, in accordance with art. 161 of Law No. 98/2016, with subsequent amendments and additions, corroborated with art. 27 alin (3) of HG 395/2016 with subsequent amendments and additions, to the extent that these requests are addressed up to the deadline of 20 days before the deadline for submitting tenders. The contracting authority has provided in the contractual clauses the possibility of reviewing the contract in accordance with the provisions of art. 221 alineat (1) litera a), e) and f) of Law 98/2016 with subsequent amendments and additions regarding non-substantial modifications of a maximum of 4% of the contract value.
