DIE's DGA's study, expertise and test activities are based on measurements made from a large number of sensors of different kinds, referred to as control, measurement and test equipment (ECME). For all DIE centres, the number of these ECMEs is approximately 65,000. The nature of the ECMEs depends on the types of measurements to be made to verify the characteristics and performance of the products, components, materials, software, systems or subsystems of weapons to be studied, expertised or tested. These measurements relate to several so-called "metrological" domains, listed below. The twelve domains listed are the most representative in terms of volume: 1) Electricity, Magnetism, Time Frequency (EM/TF); 2) Dimensional (DIM); 3) Force, Mass, Torque (FMC); 4) Pressure; 5) Accelerometry (ACC); 6) Temperature, Humidity (Temp-hygro); 7) Gas Flow (D Gaz); 8) Liquid Flow (D Liq); 9) Acoustics (Acous); 10) Radio-photometry. The estimated number of calibration services likely to be ordered over the duration of the framework agreement, for the benefit of all DIE centres, is approximately 19,600 services in total.

This is a Defence or Security Contract.

The estimated amount entered in section 2.1.3 corresponds to an overall estimate for the framework agreement project, without any commitment on the part of the State.

This is a single-source framework agreement with purchase orders.

The maximum amount indicated in sections 2 and 5 below is exclusive of tax.

As the contract may present significant technical uncertainties, it will include a provisional allowance for the potential purchase of services that could not be defined precisely in the initial public contract.

The contract has an initial duration of 4 years, renewable tacitly 3 times for 1 year within a maximum of 7 years.

Candidates must specify whether they are applying individually or as a group.

Candidates are not allowed to submit multiple offers for the framework agreement by acting simultaneously: 1) as individual candidates and members of one or more groups; 2) as members of several groups.

The composition of the groups may not be changed between the application and the submission of the offer.

Furthermore, the provisions of articles R2142-23 and R2342-14 of the CCP apply.

Signature of documents: The documents contained in the application file requiring a signature must be signed by a person authorised to commit the company (with indication of the name, first name, position of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company must be provided. As for electronic files, a signed zip file does not count as a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorised to commit the company (cf. 'Modalities of transmission of tenders referred to in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must opt for the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures. The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, otherwise the candidate's application will be rejected. Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic.
