Rumænien – Mejeriprodukter – Furnizare și distribuție de produse lactate – lapte UHT și iaurt – preșcolarilor din grădinițele de stat cu program normal de 4 ore și pentru elevii incluși în învățământul special din județul Covasna, pentru anii școlari 2026-2029

For the school years 2026-2029, Covasna County through the Covasna County Council intends to conclude a framework agreement for the public procurement of dairy products (UHT milk and yogurt) for preschoolers in state kindergartens with a normal 4-hour program and for pupils in state primary and lower secondary education, as well as for preschoolers and pupils included in special education in Covasna County, respectively three subsequent contracts for the school years 2026-2029. The identified need will be met through the procedure for awarding the framework agreement for the public procurement of dairy products for the school years 2026-2029 in accordance with the provisions of the Public Procurement Law no. 98/2016 with subsequent amendments and additions. Estimated quantities of dairy products for the school years 2026-2029 are: minimum – 11,027,436 units, maximum – 11,374,704 units. Estimated quantities of dairy products for a subsequent contract minimum – 3,675,812 units, maximum – 3,791,568 units. Delivery will be made to the premises of the beneficiaries. Frequency of product distribution - during the week, a preschooler/pupil is granted free of charge 3 portions of milk (UHT) and 2 portions of dairy products (yogurt), within the sums allocated for these purposes. The distribution of dairy products in schools and kindergartens in Covasna County will be as follows: UHT milk - Mondays, Tuesdays, and Wednesdays of the week with weekly distribution, Yogurt - Thursdays and Fridays of the week with daily distribution. Any interested economic operator has the right to request clarifications or additional information regarding the award documentation, in accordance with the provisions of art. 160 para. (1) of Law no. 98/2016 with additions and subsequent amendments. The deadline for submitting clarification requests by economic operators is 20 days before the deadline for submission of tenders. The contracting authority will respond clearly and completely to clarification requests/information requests from economic operators 10 days before the deadline for submission of tenders, in accordance with the provisions of art. 160 para. (2) and art. 161 para. (1) of Law no. 98/2016 with additions and subsequent amendments. NOTE The deadline for responding to clarifications does not affect the right of economic operators to submit clarification requests throughout the entire period from the date of publication of the Invitation to Participate and until the deadline of 20 days prior to the deadline for submission of tenders. To the extent that clarification requests/information requests have been submitted within the previously specified deadline, the responses of the contracting authority together with the relevant questions will be published in SEAP, in accordance with the provisions of art. 160 para. (3) of Law no. 98/2016 with additions and subsequent amendments. The contracting authority will not respond to clarification requests/information requests from economic operators that will be submitted by any other means of communication or at any other time than the one set.
