Mixed procurement (supply and service) of an integrated solution, in SaaS (Software as a Service) mode, for human resource management (staff, payroll, time control and employee portal) for the Diputación de León and dependent entities, plus associated services. It is not foreseen to divide the contract object into lots in application of the exception provided for in article 99.3.b) of the LCSP 2017. Each and every one of the different tasks required in the technical specifications responds to an integrated technical solution. The work related to the software must be perfectly integrated and perfectly compatible. The independent execution of the various services included in the contract object makes it difficult to correctly execute it from a technical point of view (it would be excessively difficult or costly) since, being all of them intimately linked and interrelated, they could present serious problems of compatibility and security/confidentiality if they are not offered, supplied, implemented and provided in a completely integrated manner. The estimated value of the supply is set at 56.26% while the services associated with the service amount to 43.74%. Therefore, the rules governing this procedure will be those of the supply contract.
