Formålet med indkøbet er at indgå en aftale med en byder, der skal være ansvarlig for de tjenester, der skal leveres i kontrakt 7602 Fælles infrastruktur og jordarbejde C1/B3. Opgaven omfatter to hovedelementer - opførelsen af en fælles infrastruktur til Nye Aker Hospital og etableringen af en byggegrube til PHA nord og midt. Opgaven dækkes af tre tiltag, der hver har deres egen rammeansøgning til Plan- og Bygningsstyrelsen, der skal udføres parallelt.
