Malta – Motorkøretøjer til godstransport – SPD4/2026/033 - Tender for the Leasing of Six (6) Electric Vehicles for the Foundation for Social Welfare Services

SPD4/2026/033 - Bud på udlejning af seks (6) elbiler til Stiftelsen for Sociale Velfærdstjenester

The Foundation for Social Welfare Services, hereinafter referred to as the "Contracting Authority", intends to award a contract for the leasing of six (6) electric vehicles (EVs) for a period of 48 months. The Contracting Authority will lease vehicles with a gross list price of up to 70 000 EUR, including VAT, per vehicle. The Contracting Authority will lease vehicles with a minimum range of 300 km on a single charge.

The Contracting Authority reserves the right to accept or reject any or all tenders, to cancel the tender process, and to request further information from tenderers. The Contracting Authority will not be liable for any costs incurred by tenderers in preparing and submitting their tenders.

The Contracting Authority will evaluate tenders based on the following criteria:

1. Price (40 points)

2. Vehicle specifications (30 points)

3. Leasing terms and conditions (20 points)

4. Service and maintenance terms (10 points)

Tenders must be submitted in English and must include the following information:

1. Tenderer's name and contact details

2. Vehicle specifications, including make, model, range, and price

3. Leasing terms and conditions, including duration, mileage allowance, and insurance

4. Service and maintenance terms, including frequency and cost

5. Any additional information relevant to the tender

Tenders must be submitted electronically via the Contracting Authority's e-procurement portal, https://ec.europa.eu/epd/ by 12:00 CET on 2026-03-31. Late tenders will not be accepted.

The Contracting Authority will notify tenderers of the outcome of the tender process by 2026-04-07. The Contracting Authority will enter into a contract with the successful tenderer by 2026-04-14.

The Contracting Authority reserves the right to request further information from tenderers and to conduct negotiations with tenderers as part of the tender process.

The Contracting Authority will not be liable for any costs incurred by tenderers in preparing and submitting their tenders, or for any costs incurred by tenderers as a result of the tender process.

The Contracting Authority will not be liable for any claims or damages arising from the tender process, including but not limited to claims or damages arising from the evaluation of tenders, the award of the contract, or the performance of the contract.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles, including but not limited to claims or damages arising from accidents, theft, or vandalism.

The Contracting Authority will not be liable for any claims or damages arising from the maintenance or repair of the leased vehicles, including but not limited to claims or damages arising from defects, malfunctions, or failures.

The Contracting Authority will not be liable for any claims or damages arising from the termination of the lease agreement, including but not limited to claims or damages arising from early termination, breach of contract, or non-payment.

The Contracting Authority will not be liable for any claims or damages arising from the return of the leased vehicles, including but not limited to claims or damages arising from wear and tear, damage, or loss.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles for purposes other than those specified in the lease agreement, including but not limited to claims or damages arising from misuse, abuse, or negligence.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any laws, regulations, or ordinances, including but not limited to claims or damages arising from traffic violations, parking violations, or environmental violations.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any terms or conditions of the lease agreement, including but not limited to claims or damages arising from unauthorized use, unauthorized modifications, or unauthorized repairs.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any warranty, guarantee, or insurance policy, including but not limited to claims or damages arising from failure to comply with warranty, guarantee, or insurance policy terms and conditions.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any safety, health, or environmental standards, including but not limited to claims or damages arising from failure to comply with safety, health, or environmental standards.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any contractual obligations, including but not limited to claims or damages arising from failure to comply with contractual obligations.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any legal obligations, including but not limited to claims or damages arising from failure to comply with legal obligations.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any moral or ethical obligations, including but not limited to claims or damages arising from failure to comply with moral or ethical obligations.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any social or cultural obligations, including but not limited to claims or damages arising from failure to comply with social or cultural obligations.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any political or economic obligations, including but not limited to claims or damages arising from failure to comply with political or economic obligations.

The Contracting Authority will not be liable for any claims or damages arising from the use of the leased vehicles in violation of any international or national obligations, including but not limited to claims or damages arising from failure to comply with international or national obligations.
