Norway – Repair and maintenance services of building installations – Painting and covering services in Troms County.

Background Troms county is responsible for the management, operation and maintenance of buildings that include, among other things, sixth form colleges, dental clinics and service residences throughout Troms. There is a need for predictable access to painting and covering services in order to take care of ongoing maintenance needs and minor renovation and reconstruction assignments. The contracting authority does not currently have a contract for this area. The procurement shall therefore be implemented in order to establish a framework agreement and ensure cost efficient and rational procurements in accordance with the current rules. A central objective is to simplify and standardise the ordering process across locations and orderers, as well as contribute to more predictable delivery and quality. The need varies geographically and between locations. The assignments will mainly include work in existing buildings, often during ordinary operations. Tenderers must be able, therefore, to plan and execute the work in a way that takes into account users and activities, including adapting the execution to periods where the maintenance work can be carried out advantageously during the school holiday and off periods. Description of the assignment The procurement is for the establishment of a framework agreement for painting and covering services for Troms county ́s buildings and properties in Troms. The framework agreement shall cover ongoing needs for maintenance, improvements and minor alteration/rehabilitation assignments, as well as handling damage when needed. The delivery will include internal and external painting work, surface treatment as well as laying, replacing and repairing floor coverings. Work connected to wet rooms can be included where relevant for the contracting authority ́s buildings. The services will primarily include existing buildings; for new buildings, the work can be included in separate contract forms and thereby fall outside the framework agreement. The contracting authority has divided the framework agreement into four sub-contracts based on geographical distances (Tromsø, Nord-Troms, Midt-Troms and Sør-Troms), with up to 1-2 tenderers per sub-contract. Call-offs under the framework agreement are planned to be carried out as direct orders from the contracting authority.
