Δανία – Υπηρεσίες πολεοδομικού σχεδιασμού και αρχιτεκτονικής τοπίου – Kløverparken & Quintus - projektkonkurrence om struktur- og masterplan

Udviklingsselskabet By & Havn I/S (herefter ”Ordregiver”) udskriver hermed en projektkonkurrence om udarbejdelse af en struktur- og masterplan for udvikling af Kløverparken & Quintus (hereafter "Project Area"). The project is being carried out in collaboration with the other owners of Kløverparken & Quintus, consisting of Skanska Danmark A/S, Kløvermarken A/S and Raffinaderivej 10 A/S. The Project Area is the first in Copenhagen's Østhavn to be developed, and the first urban quarters are expected to be ready for use in 2035, before the first phase of the M5 metro line is put into operation. The area is approximately 62 ha in size and is currently extensively utilised. With the project competition, proposals are sought for how the Project Area can be transformed into dense, varied and sustainable urban quarters with housing, business, leisure facilities and institutions. The competition is being announced on the basis of the political agreement "Byudvikling og infrastruktur til Lynetteholm", which the then government and Copenhagen Municipality entered into in March 2025. The agreement assumes that approximately 870,000 square meters will be built in the Project Area, distributed over two expected phases. The local plan for the first phase is expected to be adopted in 2029 and is expected to cover the development of 530,000 square meters with a focus on housing. The local plan for phase 2 of the development is expected to be adopted at the earliest in 2033. In total, a city is expected in some places very dense, which is why a significant part of the task in connection with the project competition is to create the right structure for buildings, functions, infrastructure, landscape and other elements. The district should be structured into smaller urban quarters with a unifying landscape feature that connects the district with Kløvermarken and the fortress terrain to the west and at the same time inscribes the project area in Amager's recreational green coastal landscape to the east. The completed district is expected to be certified to DGNB Platinum for urban areas. The competition will be carried out as a project competition with subsequent tendering with negotiation without prior publication of a service contract ("Contract"). Ordregiver estimates the value of the Contract at the time of tendering to be DKK 35 million ex. VAT, but incl. options. The estimated value without options is DKK 20 million excl. VAT. This is a non-binding estimate from Ordregiver's side. The Contract is expected to cover services related to ARK, LARK and ING with a focus on ARK and LARK. Ordregiver will therefore enter into negotiations with the winner or winners of the project competition with a view to awarding the Contract, which includes technical advice and assistance regarding: 1. Development of the master plan for the competition area until the local plan for phase 1 is adopted and possibly the local plan for phase 2 (option). The service includes qualifying the tenderer's project solution (structure and master plan) to a level that can form the basis for the preparation of a local plan, including acting as Ordregiver's advisor throughout the planning process. Advice is expected to be provided in accordance with agreed time. 2. Development of the infrastructure project for the competition area until the approved project proposal and authority project and possibly subsequent project planning of the tendering and implementation project and possibly management of specialist supervision during implementation (both are options). The service includes qualifying the tenderer's project solution (structure and master plan) to a level that can form the basis for the preparation of a local plan and the basis for the authority's approval of the infrastructure project, including acting as Ordregiver's advisor throughout the planning and authority process. Advice is expected to be provided in accordance with agreed time. Ordregiver weighs the development of the structure and master plan and the development of the infrastructure project equally. Therefore, it is central that the one who wins the Contract reflects this weighting in their organisation. For both services, it is expected that the advisor will have to coordinate with the authorities and project management of all advisory services to the local plan and authority approval, including (but not limited to) interface coordination and coordination with Ordregiver's and the other owners' possible supplementary technical advisors. Ordregiver has a strong focus on sustainability. Therefore, it is central that the one who wins the Contract has an understanding of being able to integrate a broad range of sustainability measures and concepts as a central part of the architectural overall concept in the structure and master plan. The one who wins the Contract is expected to work both strategically and concretely on how these focus areas, guidelines and concepts can be integrated into the structure and master plan. This with a particular focus on the elements that are affected by the urban planning main idea and the overall layout. The one who wins the Contract is not expected to provide a general engineering advisor, sustainability manager or DGNB Urban Areas Auditor, as Ordregiver provides these roles and competencies. However, the Contract requires that the one who wins the Contract can provide key persons who have competencies within project management and architectural, landscape and traffic advice and who all have a good understanding of and experience with implementing sustainability goals.
