Description

Research vessel services for the implementation of an integrated monitoring campaign in transitional, coastal and national marine waters, in order to obtain data, measurements and samples necessary for the implementation of the integrated marine ecosystem monitoring programme of the Black Sea, in accordance with the requirements of the Marine Strategy Framework Directive (2008/56/EC). Services include the provision of the research vessel, crew, technical and scientific equipment, on-board work and accommodation facilities, as well as the operational and logistical support necessary for the organisation and implementation of the campaign, including in the offshore area and in the Exclusive Economic Zone of Romania, in accordance with the network of stations established by the Contracting Authority. The Contracting Authority will ensure the research vessel or technically equivalent vessel, crew, technical and scientific equipment necessary, operational support for field activities, workspaces and accommodation for the scientific team, as well as all safety, navigation, operation and logistics conditions necessary for the campaign to be carried out in accordance with the requirements. During the contract period, the following will be carried out: - 1 (one) integrated monitoring campaign, scheduled to last 10 working days at sea, in transitional, coastal and national marine waters, including, where applicable, in the offshore/EEZ. The campaign will have a embarkation/disembarkation point in Port of C-ța, Romania, with the exact location to be agreed between the Contracting Authority and the Contractor. The actual period for the implementation of the campaign will be established by the Contracting Authority, depending on the project calendar, hydrometeorological conditions, availability of the scientific team, navigation safety and reporting requirements for 2026. During the expedition, the following activities will be carried out: • mobilisation of the vessel, crew, equipment and materials necessary for the implementation of the campaign; • embarkation of the scientific team and equipment/materials necessary for the campaign; • vessel movement to the monitoring stations established by the Contracting Authority; • vessel positioning in stations and ensuring working conditions for carrying out measurements and sampling; • in situ measurements, including CTD profiling, where provided for in the campaign plan; • sampling of water, sediments, plankton, benthos and marine biota, in accordance with the technical and methodological requirements established by the Contracting Authority; • operation of oceanographic and sampling equipment on board the vessel or made available for the campaign; • ensuring on-board spaces and facilities for primary processing, labelling, conservation and temporary storage of samples; • ensuring accommodation, meals, safety and working conditions for the scientific team on board; • completion of the campaign documentation related to the vessel's activities, including the ship's log, station positions, operation sheets and supporting documents regarding the activities carried out; • submission to the Contracting Authority of the raw/primary data generated by the equipment made available by the Contractor, including CTD files, coordinates, depths, relevant navigation data and other information necessary for the validation of the campaign; • demobilisation of the vessel, crew, equipment and materials necessary for the implementation of the campaign. • Deadline for economic operators to request clarifications/information regarding the content of the award documentation: until the 18th day before the deadline for submission of tenders (the deadline for submission of tenders is not counted); • Deadline by which the contracting authority will respond to clarifications regarding the content of the award documentation: on the 11th day before the deadline for submission of tenders (the deadline for submission of tenders is not counted). In the event that one or more of the dates set are non-working days, the immediately following working day will be considered, provided that the minimum term before the deadline for submission of tenders is respected. If the minimum term cannot be respected, the response will be published on the day before the date in question.
