Description
The competition is for the delivery of painting, wallpapering and floor laying services. participants in the procurement: Øvre Eiker municipality - Lier municipality Zone 1 - Lier municipality: The estimated value per annum and the maximum value for the entire contract period per zone, including any options and the expected price rise are stated in point 1.1.4. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. Zone 2 - Øvre Eiker kommune: The estimated value per annum and the maximum value for the entire contract period per zone, including any options and the expected price rise are stated in point 1.1.4. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. The obligation to make requirements for apprentices is considered to apply for this procurement, cf. the Procurement Act §7. See the attached seriousness terms for further information. It has been assessed in this procurement that climate and environmental considerations are best taken care of through concrete requirements in the requirement specifications. The Contracting Authority has therefore set requirements regarding environmental labelling of products (paint, plaster, glue, grout, linoleum, vinyl coverings and carpets), requirement on source sorting of waste, that at least 50% of the vehicles used in the contract period shall be zero emission vehicles. These requirements are of such character that they are either fulfilled or not fulfilled. This gives little opportunity to grade the tenderers in a way that would have resulted in a point-based evaluation if the same conditions had been used as the award criteria. Instead, by determining them as absolute requirements, all tenderers awarded the contract must fulfil the environmental requirements completely. This gives a more binding and measurable climate and environmental effect throughout the entire contract period. Based on a concrete assessment of the nature and content of the procurement, it is therefore assessed that the use of environmental requirements in the requirement specifications gives a better climate and environmental effect than the use of climate and environment as the award criterion. The Contracting Authority therefore takes advantage of the exemption in § 7-9 (4). See the procurement documents for further information.
