The subject of this contract is the supply, installation, and commissioning of a high-performance liquid chromatography system with a triple quadrupole tandem mass spectrometer (QQQ), intended for the determination of pesticide residues in water, along with training for the staff of the Contracting Authority. The contract, the subject of which is the supply of specialist analytical equipment and laboratory equipment for the Voivodship Sanitary-Epidemiological Station in Bydgoszcz, has been divided into parts, each of which is the subject of a separate procedure. This procedure covers Part I of the contract, i.e. a compatible high-performance liquid chromatography system, consisting of the elements listed in the Contract Subject Description constituting Annex No. 3 to the SWZ. These elements form an integral and functionally linked system, so their division into separate parts in the procedure would be unjustified from a technical and economic point of view. Therefore, the Contracting Authority does not allow partial offers to be submitted. The scope of this part of the contract is a standard scope, enabling all Contractors, including Contractors from the group of small and medium-sized enterprises, to submit an offer. A detailed description of the high-performance liquid chromatography system with a triple quadrupole tandem mass spectrometer (QQQ), including the technical requirements and main parameters of the system, delivery and installation conditions along with the expansion of the electrical installation in the laboratory room, acceptance conditions, warranty, and staff training, as well as other requirements of the Contracting Authority, is contained in the Contract Subject Description constituting Annex No. 3 to the SWZ. The subject of the contract to be offered must be factory new, not previously used as a demo or exhibition, produced no earlier than in the first quarter of 2026, must not be affected by any physical defect or any legal defect, in particular by the rights of third parties. Furthermore, the high-performance liquid chromatography system with a triple quadrupole tandem mass spectrometer (QQQ) must come from a single manufacturer and be supplied as a complete device ready for use without the Contracting Authority incurring any additional financial, organisational or technical costs. The delivered equipment must meet all the quality parameters and requirements declared by the Contractor in the submitted offer and specified by the Contracting Authority in the Contract Subject Description.
