Survey of breeding populations of valuable bird species in SPA in Saxony-Anhalt from 2027 to 2029 (EU-SPA Drömling, Saale-Elster-Aue south of Halle, Fallstein north of Osterwieck, Huy north of Halberstadt, Mittlere Oranienbaumer Heide, Glücksburger Heide, SPA between Wernigerode and Blankenburg and beech forests around Stolberg) – 8 lots: Lot 1: Drömling Lot 2: Saale-Elster-Aue south of Halle Lot 3: Fallstein north of Osterwieck Lot 4: Huy north of Halberstadt Lot 5: Mittlere Oranienbaumer Heide Lot 6: Glücksburger Heide Lot 7: SPA between Wernigerode and Blankenburg Lot 8: Beech forests around Stolberg

NOTE: There is a lot limitation for the award of lots in the form of an award limitation. Accordingly, a maximum of three lots per bidder will be awarded. Bidders may submit offers for one or more lots. If a bidder applies for several lots but only seeks to be awarded a certain number of lots that is not covered by the award limitation, this must be explicitly stated when submitting the offer. The bidder must specify a consecutive order in the form of an additional attachment to the offer (see Anlage_14_Lospräferierung). The evaluation is carried out in the following steps: 1. The most economical offer is determined for each lot. 2. If a bidder has submitted the most economical offer for more lots than they can be awarded due to the lot limitation, the order specified by the bidder will decide which lots they will be awarded. 3. For the lots for which this bidder cannot be awarded due to the lot limitation, the offer with the second most economical value will be awarded, provided that the bidder's quota has not already been exhausted according to the lot limitation, and so on. The same applies if the bidder has indicated a higher priority for a "becoming available" lot than for the lots awarded to them in the first round. 4. If lots cannot be awarded due to insufficient bidders remaining in the evaluation, the lot limitation may be lifted by the contracting authority. Consequently, more than three lots may be assigned to a bidder. Only those bidders who have also applied for the remaining lots are eligible for this redistribution of lots. The distribution is carried out according to the above points 1. to 3. If a bidder refuses to participate in this redistribution, they must explicitly state this when submitting the offer.
