A framework agreement is to be concluded for the execution of mechanical tamping works, including the use of a ballast ploughing machine on the rail network of the Hamburger Hafenbahn. This is to be concluded with the common understanding that the execution of tamping works on tracks and switches requires a high degree of precision, expertise and mutual trust. The aim of the cooperation is to ensure the long-term performance and operational safety of the track facilities, optimally combining economic, qualitative and organisational requirements. The contracting authority and the executing companies pursue the common goal of implementing all works in a cooperative and transparent cooperation. Open exchange of information, constructive coordination and a cooperative approach form the basis for an efficient, economical and disruption-free provision of services. Particular emphasis is placed on the economical and high-quality execution of the tamping works. The parties involved commit to using modern working methods, qualified personnel and suitable machines to ensure a high level of execution quality. The negotiated procedure with prior qualification has been chosen as the procedure to optimise the contract design through negotiations with the companies. The aim is to create a long-term contract. To this end, the details of the design of the framework agreement (call-off and performance obligation, call-off system, number of contractors, price adjustment index, temporal components) are to be made the subject of negotiations. This is to highlight the attractiveness of the HPA as a long-term contracting partner in order to achieve long-term economic conditions. Currently, it is planned to conclude a framework agreement with a maximum of two companies per lot at the respective offered unit prices. The value of an individual order will not exceed 300,000.00 EUR (net). Type of works: The use of tamping machines is planned for DUA tamping works as well as for tamping works within the framework of new construction measures. Tamping machines are usually ordered with a lead time of at least 3 months. In principle, depending on the lot and the service to be provided, the use of universal, track or switch tamping machines or two-way tamping machines is envisaged. Lot 1: Use of universal, track or switch tamping machines for radii from 190 m including the use of columns in connection with the ballast plough for profile-accurate filling and creating a clean ballast edge as well as the removal of excess ballast from tongue devices, frog points, rail guides and switch channels and the creation of the profile-accurate snow fans under the tongue devices. Lot 2: Use of universal, track or switch tamping machines for radii from 190 m possibly including ballast plough, where the creation of a clean ballast edge as well as the removal of excess ballast is carried out by the contracting authority or third parties commissioned by the contracting authority. Lot 3: Use of universal, track, switch or two-way tamping machines for radii from 140 m including the use of columns in connection with the ballast plough for profile-accurate filling and creating a clean ballast edge as well as the removal of excess ballast from tongue devices, frog points, rail guides and switch channels and the creation of the profile-accurate snow fans under the tongue devices. Lot 4: Use of universal, track, switch or two-way tamping machines for radii from 140 m possibly including ballast plough, where the creation of a clean ballast edge as well as the removal of excess ballast is carried out by the contracting authority or third parties commissioned by the contracting authority.
