Romania – Street-lighting maintenance services – Servicii de întreținere și reparații ale sistemului de iluminat public din municipiul Bistrița și localitățile componente

The subject of the contract is the provision of maintenance and repair services for the public lighting system in the municipality of Bistrița and its component localities (Unirea, Slătinița, Ghinda, Viișoara, Sigmir and Sărata), a complex building infrastructure that totals an estimated inventory of 7,350 poles, 7,692 lighting fixtures and 196.6 km of overhead and underground electrical network. The contract includes the provision of qualified and authorized workforce, specific equipment, as well as the commissioning of all compatible materials and equipment with the existing network. The system of activities and operations comprises four major, technically, logistically and operationally indivisible functional packages: (i) Maintenance and replacement of structural elements: Dismantling of damaged supports (including from road accidents) and installation of new reinforced concrete poles (SC and SE series) or metal street and ornamental poles made of cast iron, including complete foundation works, verticalization and anticorrosive painting; (ii) Maintenance and modernization of optical devices: Maintenance and replacement of defective lighting fixtures with modern LED technology devices (Schréder IZYLUM, KAZU, Flexia range or asymmetric bodies dedicated to pedestrian crossings), equipped with programmable DALI drivers and NEMA/Zhaga sockets compatible with the municipal network; (iii) Maintenance and repair of electrical networks (LEA/LES): Replacement of overhead conductors and low-voltage (0.4 kV) underground cables laid in asphalt, pavement or green spaces, involving the location of defects with the PRAM mobile laboratory and the execution of thermocontractable connection sleeves; (iv) Inspection of ignition points and operation of telemanagement: Replacement of electrical equipment in distribution boxes and panels (MPR fuses, contactors, switches, terminals), repair of grounding points and provision of permanent (24/7) monitoring and configuration service for the Schréder EXEDRA telemanagement software platform. Note: The number of days within which clarifications can be requested before the deadline for submission of tenders is 20 days. The contracting authority will respond clearly and fully to all clarification requests, transmitted within the mentioned term, on the 11th day before the deadline for submission of tenders.
