Romania – Cogeneration plant construction work – Proiectare, asistență tehnică și execuție lucrări la obiectivul: „Conversia CET II HOLBOCA de pe huilă pe gaze naturale prin instalarea unor grupuri de cogenerare (CHP) noi H2 ready”

The subject of this procurement is the Design and technical assistance, procurement of equipment and execution of works for the investment objective: "CONVERSION OF CET II HOLBOCA FROM OIL TO NATURAL GAS THROUGH THE INSTALLATION OF NEW H2 READY COGENERATION (CHP) UNITS". The thermal and electrical energy production plant envisaged by this project will constitute a source of energy production, in high-efficiency, flexible cogeneration, using renewable energy resources, for the Centralised Thermal Energy Supply System (S.A.C.E.T.) of the Municipality of Iași. The aim of this investment objective is to modernise the S.A.C.E.T. belonging to the Municipality of Iași, to increase energy efficiency and comply with environmental regulations, in order to ensure the continuity and increase the quality of the public service of thermal energy supply to urban consumers connected. Through the implementation of this project, S.A.C.E.T. Iași will become an efficient system, in accordance with the provisions of the Energy Efficiency Directive starting from 2028. The new source will be developed within the CET II Iași – Holboca site and will be connected to the existing technological installations within it. The nominal thermal capacity of the new high-efficiency cogeneration source, in a flexible configuration operating on natural gas that will allow the use of green hydrogen, will be at least 28.16 MWt, and at least 26.8 MWe, and will include, as main equipment, a configuration of 4, 6, 7, 8, 9, 10, 11 or 12 natural gas engines. Each gas engine will have a thermal capacity between 2.34 and 7.04 MWt and an electrical capacity between 2.23 and 6.70 MWe. The guaranteed overall efficiency of the plant will be at least 88%. The deadline within which the contracting authority will clearly and fully respond to all requests for clarification: 11 days before the deadline for submission of tenders in the participation notice. The number of days until which clarifications can be requested before the deadline for submission of tenders/candidatures is 18 days.
