Germany – Works for complete or part construction and civil engineering work – ÖPP-Projekt „Postblockareal Nord (PBN), Berlin-Mitte | Neubau für ministerielle Nutzung" - VOEK 637-25

The Federal Agency for Real Estate Tasks (BImA) plans to implement and operate a multifunctional office building for ministerial purposes on the former Postblock area, the section known as "Postblock Nord" in Berlin-Mitte. The main objectives of the measure are the implementation of an appealing architecture with corresponding qualities, the implementation of the space and area requirements, and compliance with the BImA guidelines for sustainability, accessibility, and technical building equipment. As part of this Europe-wide procurement procedure, BImA, as the contracting authority, is seeking a highly qualified private contractor for the planning, construction, and subsequent operation of the construction project in question. In the event of an award, both operational services of technical building management (TGM) and those of infrastructural building management (IGM) must be provided for a period of 25 years after commissioning; in infrastructural building management (IGM), this includes cleaning and maintenance services for the building, outdoor facilities, and winter services. In addition, the overarching object management and the object administration are also subject to the tendered leadership. Overall, planning, construction, and operation cover a total duration of 30 years. Naturally, this places the highest value on the cost-effectiveness of the measure and the fastest possible completion for subsequent smooth operation. The (application) documents for the preliminary qualification procedure (1st procedure stage) are hereby made available for unrestricted and free download. The documents for the tendering and negotiation phase (2nd procedure stage) will only be made available to the selected participants as potential bidders. This particularly concerns the procedural guide including forms for the submission of tenders as well as performance-related documents, in particular the draft contract for the overall PPP procurement including annexes (partial functional performance description/TLB, etc.). The information memorandum as part of the documents for the qualification procedure serves to provide project-specific information necessary for the tendering process to companies interested in the tender, already in the context of the preliminary qualification procedure, in order to support them sufficiently and transparently in their decision to participate in this procurement procedure.
