Description

The object of the present public procurement is “supply” as per Article 3(1)(2) of the Public Procurement Act (ZOP). The subject of the public procurement includes the supply of various types of medical devices, laboratory reagents, and consumables. Reasons for choosing the procurement procedure: The open procedure provided for in ZOP guarantees to the greatest extent the publicity of the awarding and the execution of the contract, respectively transparency in the spending of financial resources. Through this procedure, it is also aimed to protect the public interest by encouraging competition and creating equal conditions and transparency in its conduct. 2. Scope and description of the public procurement: Periodic supply upon prior request of medical devices, laboratory reagents, chemicals, and consumables, necessary for the activities of the Clinical Laboratory, the Laboratory of Medical Genetics and the Laboratory of Virology at “UMBAL Prof. Dr. Stoyan Kirkovich” JSC, Stara Zagora, for a period of 24 months as per the Medical Devices Act and in accordance with the conditions of the Public Procurement Act and the participation documentation. 3. The public procurement is divided into separate positions, described in detail in Appendix 1 to the present Documentation. Each participant has the right to submit one offer for the execution of the contract for one, several, or all of the separate positions of the contract. The participant must submit an offer for all nomenclatures from the respective separate position. The non-offering of any nomenclatural unit is a reason for the exclusion of the same from participation in the procedure for this separate position. There is no provision for the possibility of providing alternatives in the participants' offers. Pursuant to Article 48(2) and Article 49(2) of ZOP, wherever the documentation specifies a standard, specification, technical assessment or technical approval, a specific model, source or specific process that characterizes the products or services offered by a specific potential contractor, trademark, patent, type or specific origin or production, it shall be understood as "or equivalent". The equivalence is proven in accordance with Articles 50 and 52 of ZOP. 2. The offered prices are fixed and do not change for the duration of the contract. 4. The total estimated value of the contract is 177,720.62 EUR excluding VAT. The estimated value of the contract includes all costs related to the quality execution of the contract, including but not limited to the value of the supply. 5. Financing - own funds of the Contracting Authority. 6. Validity period of the offer - 180 calendar days including from the deadline for submission of offers. The Contracting Authority may request participants to extend the validity period of the offers until the conclusion of the contract. A participant who, after a written invitation from the Contracting Authority, does not extend the validity period of the offer within the period specified by the Contracting Authority in the written invitation, shall be excluded from participation in the procedure under Article 107(5) of ZOP. 7. The contract execution period is 24 (twenty-four) months, counted from the date of signing the contract with the contractor selected by the Contracting Authority. 8. Payment terms and method: within 60 days after delivery and submission of the invoice for the actual delivery and the dual-signed acceptance certificate, by bank transfer, to the bank account indicated by the Contractor. 9. Requirements for medical devices, under the Medical Devices Act (ZMI), subject of the contract: 9.1. The offered medical devices under ZMI by separate positions and nomenclatural units in them must meet the requirements of ZMI, the respective ordinance under Article 18 of ZMI and the minimum mandatory technical requirements specified in the Technical Specification from the participation documentation. 9.2. The delivered goods must have a remaining shelf life of not less than 6 months from the date announced by the manufacturer to the date of each delivery. 9.3. Delivery time for medical devices and accessories under ZMI: after a written request from the Contracting Authority, the medical devices must be delivered to the Hospital Pharmacy of the Contracting Authority within 72 hours of receiving the written request from the Contracting Authority, and in urgent and emergency cases - within 24 hours of receiving it. Each delivery is made after a prior written request from a person authorized by the Contracting Authority. 9.4. Participants must provide an up-to-date catalog in Bulgarian translation for all offered medical devices under ZMI for all separate positions and nomenclatural units of the positions. 10. The procedure for opening, examining, evaluating, and ranking the offers is carried out in accordance with Article 104 of ZOP and Chapter V, Section VIII of the Rules on the Implementation of the Public Procurement Act (PZOP). Pursuant to Article 104(2) of ZOP, the commission shall examine the received offers in the "reverse order" regulated in Article 61 of PZOP. 11. Place of performance – Stara Zagora, ul. “General Srletov” No. 2, “UMBAL Prof. Dr. Stoyan Kirkovich” JSC – warehouse "Hospital Pharmacy".
