Romania – Road construction works – ”Modernizare DJ 792D km 0+000 – 12+300 DJ792 Mocrea – Chier – Târnova”

The county road mentioned above has a degraded carriageway with multiple defects (potholes, cracks, fissures, porous surfaces) that highlight the aging of the road surface, as well as unevenness, bumps, and ruts that indicate insufficient load-bearing capacity of the road system. Furthermore, the evenness of the road surface is inadequate for safe and comfortable traffic flow. The devices for collecting and draining surface rainwater function deficiently, being mostly clogged. Access for the rural population to basic education and healthcare services is hindered by deficient transport services, with a negative impact on the urban-rural flow of students, doctors, and teachers. The proposed modernization works aim to increase traffic capacity by increasing traffic flow, reducing transport costs for goods and passengers, reducing travel time, increasing traffic safety, reducing the number of accidents, improving the quality of life and comfort of traffic participants, and saving energy and time, resulting in a series of economic advantages, such as the extension of commercial exchanges and productive investments, increasing the competitiveness of economic agents and the efficiency of economic activities and the mobility of the workforce. The project "Modernization DJ 792D km 0+000 – 12+300 DJ792 Mocrea – Chier – Târnova" aims to develop the economic zone, taking into account that the existence of an adequate road infrastructure is a prerequisite for socio-economic development, attracting the active population, creating a business-friendly environment for investors, and being a necessary condition for increasing the level of development of the county and the well-being of the population. The justification of the need and opportunity for the investment works regarding "Modernization DJ 682 km 63+800 - 69+500 Lipova - Neudorf" is based on the field studies elaborated for the county road in question. In accordance with the provisions of Article 160 (1) of Law No. 98/2016, with subsequent amendments and additions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is a maximum of 20 days before the deadline for submission of tenders, and the deadline by which the contracting authority will respond clearly and completely to all requests for clarification/additional information is the 12th day before the deadline for submission of tenders, in accordance with Article 161 of Law 98/2016. The Contracting Authority reserves the right to make changes to the contract in accordance with the provisions of Article 221 of Law 98/2016, with subsequent amendments and additions.
