Greece – Financial leasing services – Παροχή υπηρεσιών χρηματοδοτικής μίσθωσης (leasing) κεντρικών εκτυπωτών του κτιρίου Α΄ & Β΄ της κεντρικής υπηρεσίας του Υπουργείου Ψηφιακής Διακυβέρνησης

The subject of the contract is to cover the operational needs of Building A & B of the central service of the Ministry of Digital Governance, regarding printing, copying and scanning processes. Specifically, the contract concerns the financial leasing of twenty-one (21) central printers* (9 A3 black and white printers and 12 A3 colour printers) (photocopying – scanning – printing), including the corresponding Cloud services for managing the devices and maintenance/repair of faults, as well as the supply of consumables (toners, waste containers, etc.) for a period of thirty-six (36) months and with the right to purchase the equipment at the end of the relevant Contract. *The term central printer or machine refers to a multifunction device that performs the functions of a photocopier, printer and document scanner. The Awarding Authority retains the right to purchase the equipment at the end of the Contract. The cost and terms of purchase must be explicitly stated in the relevant economic offer and are binding on the Contractor. These machines must cover all service needs for produced copies, prints and digitizations and must meet the technical specifications, as set out and defined in detail in the compliance tables. The leasing contract will ensure the continuous and uninterrupted operation of the equipment and will include: - Repair and maintenance. - Spares and consumables (excluding paper and staples). - Obligation to replace the equipment with equivalent equipment, of the same manufacturer as the leased machines, in case of damage or malfunction that cannot be completed within 24 hours at the workplace, for as long as the repair of the equipment lasts, or in case it is not possible to maintain it or its use is deemed uneconomical by the contractor, without additional burden. Total volume of copies: The contract will clearly define the number of photocopies that will be covered and includes: - 2,700,000 black and white copies for the entire three-year period - 300,000 colour copies for the entire three-year period. The Ministry is not obliged to exhaust the maximum number of pages per year. The annual number of prints is indicative. In case the number of pages is not exhausted in one year, the remainder will be carried over to the next. Similarly, there will be a right to print in one year more than the budgeted pages using pages from the next year, provided that the machines operate within the limits set by the official manufacturers and do not exceed the limits corresponding to the duration of the lease. These machines will have suitable software installed for collecting statistics, addressing faults, changing inks, etc. This solution for centralized printing-photocopying will provide the following benefits: 1. Print security (encryption, personalized printing using a code or pin at the time of printing) 2. Collection of statistical data 3. Existence of one type of machine 4. Minimization of the employment of the IT staff 5. Replacement of the machine in case of non-repairable damage 6. Reduction of unnecessary prints and therefore reduction of paper consumption. (Studies have shown a reduction of at least 30% in the first months of implementation, which gradually decreases if there is no monitoring).
