With their city buses and trams, ÜSTRA Hannoversche Verkehrsbetriebe Aktiengesellschaft, hereinafter referred to as ÜSTRA, is among the top tier of German public transport companies. With nearly 172 million passengers per year, it is the most efficient public transport service provider in Lower Saxony. With over 41 million vehicle-kilometres per year (rail and bus) and around 2,000 employees, ÜSTRA transports its passengers in Hannover's city centre at 10-minute intervals during the day. It cooperates in the Greater Hannover Transport Association (GVH) with the transport companies regiobus Hannover GmbH, DB Regio AG, metronom Eisenbahngesellschaft mbH, Regionalverkehre Start Deutschland GmbH start Lower Saxony Central, WestfalenBahn GmbH and erixx GmbH as well as Transdev Hannover GmbH. The Region Hannover, as the responsible body for public transport, coordinates a coordinated transport network and a uniform fare system in the GVH. ÜSTRA plans to procure series-production low-floor solo and articulated buses with hybrid drive for use in their suburban and urban route network starting in 2027. Since ÜSTRA generally uses funding for the procurement of buses and cannot yet finally determine the specific procurement needs, it wishes to initially conclude a framework agreement according to § 19 SektVO with a supplier for the delivery of buses with hybrid drive with an initial term until 31.12.2029. To promote competition and to take into account different market and manufacturer structures, the procurement will be divided into two separate lots on the procurement side: Lot 1 - Solo buses Lot 1 includes the delivery of solo buses including the ancillary, service, maintenance, warranty, availability and other contractual services provided for in the tender and contract documents. Lot 2 - Articulated buses Lot 2 includes the delivery of articulated buses including the ancillary, service, maintenance, warranty, availability and other contractual services provided for in the tender and contract documents. Both lots serve to implement a uniform procurement project for the renewal and expansion of the vehicle fleet. Due to organisational requirements and for the separate handling of the tendering procedures, the lots will be handled in independent tendering procedures with separate project rooms. The technical, technical and contractual requirements of the lots are designed on a lot-specific basis. Bidders can apply for one or both lots. This procedure concerns only Lot 1.
