Romania – Engineering design services for the construction of civil engineering works – SERVICII DE INTOCMIRE PROIECT TEHNIC, DOCUMENTATII TEHNICE NECESARE IN VEDEREA OBTINERII AVIZELOR/ACORDURILOR/AUTORIZATIILOR SI ASISTENTA TEHNICA PENTRU PROIECTUL: ”ASFALTARE STRAZI IN LOCALITATEA SEITIN, JUD. ARAD”

For the initiation of the investment: Asphalting streets in Com. Seitin, Jud. Arad, it is necessary to contract the services of preparing a technical project and providing technical assistance. The procedure is initiated based on DALI no. 17/2025 and the technical and economic indicators approved by HCL no. 46/28.05.2026. Therefore, the following are requested to be contracted: a) preparation of the technical documents necessary for obtaining the opinions, agreements, and authorizations provided for by the legislation in force; b) drafting the Technical Project and the Execution Details, including the documentation for obtaining the Building Permit; c) providing technical assistance from the designer during the execution of the asphalting works. The documents prepared under this contract will serve as the basis for the execution of the asphalting works, which will be used by the contractor designated through a separate public procurement procedure. Therefore, the Supplier has the obligation to prepare complete, coherent, and sufficiently detailed documentation to allow the execution of the works without technical ambiguities. All services will be provided in compliance with the legislation in force, the normative and technical standards applicable to road infrastructure works, as well as the specific requirements imposed by the approvers and the competent authorities involved in the authorization process. The deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submission of tenders. The response of the contracting authority to these requests will be transmitted on the 11th day before the deadline for submission of tenders. The contracting authority will not respond to a request for clarifications/additional information received after the deadline of 18 days before the deadline set for the submission of tenders, the request being considered to have been transmitted late.
