Description

This public procurement includes activities related to the delivery, installation, configuration, integration, and connection to a system for automated control and monitoring of the movement of road vehicles within the territory of the Capital Municipality, as well as the testing of a minimum of 11 new electronic information signs and a minimum of 167 variable message signs, and the performance of all accompanying construction, installation, and repair works related to their commissioning, including ensuring data exchange and integration with existing and future information and transport systems. The public procurement also includes activities related to the preparation and submission of the entire project documentation for the installation of the technical equipment (structures and devices, electronic signs, variable message signs), as well as the implementation of author's supervision. This public procurement also includes activities related to the maintenance and warranty support of the delivered and installed technical equipment. The contractor must deliver, install, configure, and commission a centralized software system for managing, monitoring, diagnosing, and visualizing electronic signs, variable message signs, controllers, and communication modules. The software system must:

• represent an "on-premises" solution, installed on the Client's server infrastructure or an equivalent infrastructure provided as part of the Participant's offer;

• provide the ability to centrally manage all delivered electronic signs, road signs, controllers, and V2X/C-ITS communication modules;

• support the standard NTCIP (e.g., NTCIP 1203) or an equivalent internationally recognized protocol for managing and exchanging data with VMS devices;

• support communication via Ethernet, fiber optic connection, mobile networks (4G/5G), satellite communication technologies (SATCOM) and/or equivalent communication technologies;

• provide monitoring of communication channels and the status of the connection with field devices;

• provide real-time GIS visualization of the location and status of devices;

• provide real-time visualization of active messages, alarms, status, and diagnostic information for devices;

• allow the creation, editing, preview, and publication of text, graphic, and combined messages;

• include an integrated WYSIWYG-type editor or equivalent functionality for creating visual content;

• allow the creation of schedules, scenarios, and calendar planning of messages, including periodic and recurring events;

• provide the ability to automatically activate predefined scenarios upon the occurrence of certain events, alarms, or input data from external systems and/or sensors;

• provide real-time synchronization between operator workstations;

• support multi-user mode of operation;

• support different levels of access and user roles (e.g., operator, administrator, service access, and others) or equivalent functionality;

• support logging of operator actions, system events, published messages, alarms, and diagnostic information;

• provide the ability to generate reports, statistics, and reports regarding the operational status and work of devices;

• allow centralized management of device parameters and configurations, including brightness, communication parameters, time settings, diagnostic parameters, and others;

• provide the ability to integrate with external systems via API, HTTP REST, MQTT, or equivalent data exchange mechanisms;

• provide the ability for future integration with traffic management systems, low-emission zone systems, C-ITS platforms, traffic management centers, and other intelligent transport systems;

• provide the ability to operate in "degraded operating mode" in case of a failure in the connection with the central system, with field controllers being able to execute predefined local scenarios;

• support secure communications, authentication, data encryption, and access control in accordance with applicable cybersecurity requirements.
