Poland – Security software package – Dostawa i wdrożenie oprogramowania wraz ze sprzętem w związku z realizacją projektu grantowego pn.: „Cyberbezpieczna Gospodarka Komunalna w Błażowej: modernizacja systemów IT i OT..."

The subject of the contract is the supply and implementation of software along with hardware in connection with the implementation of the grant project entitled: „Cyber-Secure Municipal Economy in Błażowa: modernization of IT and OT systems for the continuity and security of water and sewerage services”, financed under the National Reconstruction and Resilience Plan, Priority C3 Cybersecurity, Action C3.1.1 Cybersecurity, CyberPL, grant competition „Cyber-Secure Water Supply”, tender number KPOD.05.10-CW.01-001/25, in accordance with the requirements specified in the Subject of the Contract, which is Annex 1 to the SWZ. The scope of the contract includes, in particular, the supply, configuration, implementation and commissioning of hardware, software and services listed in the OPZ, including: 1) Central Security System, a SIEM class system with XDR, EDR elements and IT infrastructure monitoring, including network management - 1 unit. 2) Configuration of directory services - 1 unit. 3) Server for cybersecurity solutions - 1 unit. 4) Operating system for the server - 1 unit. 5) Uninterruptible power supplies - 6 units. 6) UTM - 1 unit. 7) Hardware keys - 6 units. 8) VPN connection configuration service - 1 unit. 9) SIEM implementation - 1 unit. 10) Increasing the cybersecurity of control and visualization systems with consideration of OT security - 1 unit. 11) Implementation of network security systems and cyber threat monitoring in the OT area - 1 unit. 12) Network segmentation - 1 unit. 13) UTM OT - 1 unit. 14) Protection of OT visual security systems - 1 unit. 1. Contractors who are not excluded and meet the participation conditions in the procedure and the requirements specified in this SWZ may apply for the contract. 2. Contractors who meet the conditions regarding: 2.1. Ability to operate in business: The contractor does not set specific requirements in this regard. 2.2. Entitlement to carry out a specified economic or professional activity, if this results from separate provisions: The contractor does not set specific requirements in this regard. 2.3. Economic or financial situation Contractors who have civil liability insurance for the activity carried out in connection with the subject of the contract, for a guarantee amount not lower than 500,000.00 PLN (in words: five hundred thousand zlotys) may apply for the contract. 2.4. Technical or professional competence The contractor indicates that for the subject of this contract (supply and services) no standardized levels of competence have been determined in the regulations issued under art. 5 para. 4 or 5 of the Act of 5 August 2025 on the certification of public contract executors (Journal of Laws, item 1235), therefore the contractor determines the conditions of technical or professional competence independently, in accordance with art. 112 para. 1 and 3 of the Pzp Act. A contractor who meets the conditions regarding technical or professional competence, i.e. 1) has professional experience, understood as the proper execution of at least 2 (two) contracts, consisting in the implementation of the offered Central Security System, a SIEM class system with XDR, EDR elements and IT infrastructure monitoring, including network management, for an entity providing public services, in the last 3 years before the deadline for submitting offers (and if the period of conducting business is shorter - in this period) along with confirmation that the subject of the contract was implemented properly. (For each of the above-mentioned contracts, evidence must be attached confirming that the services were performed properly and completed correctly) 2) has professional experience understood as the proper execution of at least 2 (two) contracts consisting of the supply of IT hardware or software containing elements increasing the level of cybersecurity along with implementation of a value of at least 500,000 PLN gross each in the last 3 years before the deadline for submitting offers (and if the period of conducting business is shorter - in this period) along with confirmation that the subject of the contract was implemented properly. (The contractor is obliged to provide the value of the implemented contracts, their subject, scope corresponding to the condition set out above, execution dates and entities for which they were performed. For each of the above-mentioned contracts, evidence must be attached confirming that the deliveries were performed properly and completed correctly.) 3) has the competence to perform the SIEM implementation service and the implementation of network security systems and cyber threat monitoring in the OT area, confirmed by the ISO 9001 standard and the ISO/IEC 27001 standard (certificate issued by a conformity assessment body, equivalent to a certificate of another conformity assessment body or other evidence of equivalent quality assurance means) - current as of the date of submission of offers - for at least services related to cybersecurity. 4) has personnel potential, i.e. during the implementation of the contract, it will have or will have a person with the appropriate professional qualifications, having the knowledge and experience necessary to perform the contract and will direct them to its implementation, i.e. at least one person directed to the implementation of the contract, performing the function of a Deployment Specialist, meeting the following requirements together: a) has a higher IT or higher technical education with a specialization related to information technologies; b) in the last 3 years before the expiry of the deadline for submitting offers, and if the period of conducting business by the contractor is shorter, in this period, participated in the implementation of at least 2 deployment projects, covering the implementation of the offered Central Security System, a SIEM class system with XDR, EDR elements and IT infrastructure monitoring, including network management; c) in each of the projects mentioned in lit. b, performed
