Framework Agreement for the Design Tasks related to the Long-Term Airport Development Programme of Liszt Ferenc Airport

This procedure aims to conclude a Framework Agreement with multiple tenderers, according to the Kbt. 105. § (2) c) point. The orders will be awarded through a new tendering process under the conditions defined in the Framework Agreement. A procurement obligation only arises during the new tendering process based on the Framework Agreement, and the actual tasks to be ordered will be included in the invitation to tender for the new tendering process (and the related public procurement documents). During the new tendering processes, tenderers will be bound by the obligation to submit a tender and, in case of success, to conclude a contract, and a tenderer may only submit a tender that is identical to or more favourable for the tenderer than those included in the Framework Agreement! The tenderer draws attention to the fact that in case of a new tendering process, the application of Kbt. 105. § (4) will take place, and in the public procurement procedure aimed at concluding a Framework Agreement, different evaluation criteria will be applied from those used in the individual new tendering processes as follows:

1. The Project Element-specific Percentage Discount Offered for the Project Element (the type of building and investment value of the Project Element known) at the New Tendering Process (Tre) (%) - weighting: 45/50 (if there is no separate service, then 50) (inverse proportionality)

2. In the case of separate services, the sum of the product of the number of engineer days required per engineer category, as defined by the tenderer, according to the Individual Contract Engineer Daily Rates for the engineer categories - weighting: 5 (inverse proportionality) (the overall weighting remains unchanged, the internal ratio per Separate Service is determined by the tenderer based on the significance of the Separate Service)

3. Professional tender: Presentation of implementation and performance work plan - weighting: 25 (logical (yes, no) and then scoring followed by direct proportionality)

4. The relevant further professional designers and/or experts' experience in months (minimum 0, most favourable level 36 months) related to the given new tendering process - weighting: 25 (direct proportionality)

During the new tendering processes, under the 3rd evaluation sub-criterion Presentation of Implementation and Performance Work Plan, the tenderer expects the introduction of the project organisation designated to perform the design services to be carried out within the Individual Contract, the tasks, scope, and responsibilities of the participants, as well as a detailed description of the hierarchical and functional relationships between them, according to the Invitation to Tender for the New Tendering Process, its Technical Description, and the Framework Agreement and its annexes, as well as the expectations of the Individual Contract draft. The professional tender must include the resource plan as an obligatory annex, which must contain, for each Basic Service, the experts (by expert type and their number) defined in the public procurement documents for the individual new tendering processes, their activities, and their cost requirements broken down monthly. The detailed description of the evaluation criterion system to be applied in the individual new tendering processes will be included in the invitation to tender for the new tendering processes and the related further public procurement documents.
