Czechia – Systems and technical consultancy services – Rámcová dohoda na poskytování poradenských a konzultačních služeb

The subject of the public contract is the conclusion of a framework agreement between the contracting authority and one contractor, namely for the provision of consultancy and advisory services for the needs of the contracting authority. The selected contractor undertakes to provide the contracting authority, on the basis of this framework agreement, services based on individual contracts, consisting of: a) Preparation of bases for the implementation of projects incl. proposals, amendments and/or reviews in the fields of information systems, cybersecurity and telematics. b) Project and programme management and the provision of organisational, management and administrative services related thereto, including support in the preparation of tender conditions for public contracts and coordination of contractors in the fulfilment of public contracts. c) Quality, risk management and the provision of independent third-party oversight (TDI) and auditing of the contracting authority's implemented projects and the provision of project management services. d) Provision of services related to the management of the life cycles of implemented projects and control of the quality of services provided by contractors in the fields of information systems, cybersecurity and telematics for these projects. e) Provision of accredited inspection and certification services in the fields of information systems, cybersecurity and telematics, for products and services supplied by third parties to the contracting authority, for the purpose of verifying the measurable parameters of quality and security of the implemented projects and services provided in the above-mentioned fields. f) Provision of support (consultation, analysis, planning and implementation of audits and conformity assessment) for the introduction of both newly introduced and already introduced products and services in the fields of information systems, cybersecurity and telematics into compliance with the requirements of the new Cybersecurity Act, including the relevant implementing acts. g) Provision of other expert and consultancy services in the fields of information systems, cybersecurity and telematics according to the requirements and needs of the contracting authority. The provision of Services will be implemented on the basis of specific requirements of the contracting authority, and this will be done through individual contracts concluded on the basis of written invitations from the contracting authority. The manner of awarding public contracts awarded on the basis of the framework agreement is described in detail in the framework agreement. The subject of the performance of public contracts awarded on the basis of the framework agreement is further specified in the draft framework agreement (Appendix No. 2 of the tender documentation).
