Description

The Contracting Authority, as part of the project entitled "Development of Special Needs Institutions in the Cegléd District Serving SNI Children", intends to purchase, through a supply contract, the tools necessary for the development of children raised in educational institutions, in 5 lots. 1. Lot: Developmental Tools 1: 467 units; 2. Lot: Special Medical and Technical Equipment: 31 units; 3. Lot: Physical Accessibility Equipment: 72 units; 4. Lot: Globetrotter: 26 units. 5. Lot: Developmental Tools 2: 542 units. For all lots: The winning Bidder (Contractor) is allowed to perform partial delivery within the final delivery deadline. The Contracting Authority does not set a separate performance period for partial delivery. To ensure the unambiguous and understandable definition of the subject of the procurement, the Contracting Authority may, pursuant to paragraph (3) of Section 46 of Government Decree 321/2015 (X. 30.), refer in the call for tenders and the procurement documents to a product, origin, type of thing, process, activity, person, or patent or trademark as defined in the call for tenders and the procurement documents. In each such case, the designation is made only to clearly define the nature of the subject, and a tender may be submitted for a product that is equivalent to the product prescribed in this call for tenders, or with it – in relation to the specific product – equivalent in terms of detailed technical parameters. The Contracting Authority shall assess the equivalence during the technical evaluation, for which the Bidder must provide all data. Therefore, it is the Bidder's obligation to prove in the tender that the offered product is equivalent to the product defined by the Contracting Authority. The Contracting Authority shall reasonably justify any rejection. The Bidder may also submit a tender for a product with more favorable characteristics. The winning Bidder will only accept new – unused or refurbished – equipment for contractually compliant performance. Equipment previously used or exhibited at exhibitions/trade fairs is considered used equipment. For all lots, the addition to point II.2.5: In the notice, under point II.2.5: The Contracting Authority evaluates the tenders and selects the economically most advantageous tender for itself, according to the lowest price, in accordance with point a) of paragraph (2) of Section 76 of the Public Procurement Act. Evaluation criterion: Net purchase price (HUF) In accordance with paragraph (5) of Section 76 of the Public Procurement Act, the Contracting Authority informs the Bidders that the goods, which are the subject of the procurement, meet the concrete quality and technical requirements defined by the Contracting Authority, and that the selection of the economically most advantageous tender is only served by the evaluation of the lowest price, since the goods are a standard product defined and delimited by law, and cannot be differentiated in terms of quality.
