The procurement of electric trains for metropolitan passenger transport and the procurement of the maintenance and repair services necessary for the operation of the respective trains related to the investment objective TREN METROPOLITAN CLUJ IN ACCORDANCE WITH THE REQUIREMENTS OF THE TERMS OF REFERENCE. A) PRODUCTS: 1) 5 electric trains for metropolitan passenger transport with the option to supplement with a maximum of 2 electric trains, in accordance with the minimum requirements specified in the Terms of Reference (TOR); 2) Other equipment and accessories, in accordance with the requirements specified in the TOR. Taking into account the provisions of art. 221, para. (1), lit. a) of Law no. 98/2016 - regarding public procurement, of art. 72, para. (1), lit. (a) of Directive 2014/24/EU and the conclusions of the feasibility study, the procurement contract will include a REVIEW CLAUSE regarding the possibility of supplementing with a maximum of 2 electric trains of the same type in accordance with the TOR, the same technical performance (or superior), the same contractual conditions, including the same delivery term and the same supply price offered in the winning bid. The quantities procured may be supplemented without organizing a competitive procedure, by concluding additional acts to the procurement contract. B) SERVICES: 1) Maintenance and repairs for a period of 15 years for the 5 electric trains procured. The services are necessary for the operation of the respective electric trains, in accordance with the requirements specified in the TOR; 2) Training of personnel regarding the operation, operation of electric trains and software applications; 3) Transport, insurance, commissioning, technical assistance during the warranty period. Taking into account the provisions of art. 221, para. (1), lit. a) of Law no. 98/2016 - regarding public procurement, of art. 72, para. (1), lit. (a) of Directive 2014/24/EU and the conclusions of the feasibility study, the procurement contract will include a REVIEW CLAUSE regarding the possibility of supplementing the maintenance period with an additional 15 years (15 years + 15 years), in accordance with the TOR for the 5 electric trains; likewise, the Review Clause also applies to the 15-year maintenance services related to the 2 additionally procured electric trains, including the possibility of supplementing the maintenance services with an additional 15 years for the 2 additionally procured electric trains. The additional maintenance services will be provided under the same contractual conditions and at the same unit price offered for the maintenance services in the winning bid. The quantities procured may be supplemented without organizing a competitive procedure, under the same contractual conditions, by concluding additional acts to the procurement contract. Estimated value of the procurement: - the estimated values for the procurement of 5 electric trains, with the option to supplement with a maximum of 2 electric trains, as well as for the maintenance and repair services necessary for their operation for a period of 15 years with the possibility of supplementing with an additional 15 years, are between 334,250,000 lei and 622,300,000 lei excluding VAT of which: 224,000,000 lei excluding VAT – procurement of 5 electric trains; 110,250,000 lei excluding VAT – maintenance and repairs necessary for the operation of 5 electric trains for a period of 15 years; 110,250,000 lei excluding VAT – for the possibility of extending the maintenance and repairs necessary for the operation of 5 electric trains for an additional period of 15 years. 89,600,000 lei excluding VAT – for the option to supplement with the procurement of 2 electric trains; 44,100,000 lei excluding VAT – maintenance and repairs necessary for the operation of 2 additionally procured electric trains for a period of 15 years; 44,100,000 lei excluding VAT – for the possibility of extending the maintenance and repairs necessary for the operation of 2 additionally procured electric trains for an additional period of 15 years.
