Romania – Cogeneration plant construction work – Proiectare, asistență tehnică și execuție lucrări pentru obiectivul „Instalarea de noi echipamente de producere energie termică utilă în cogenerare (CHP) în CET I Iași”

The subject of this procurement involves the design and technical assistance, procurement of equipment and execution of works for the investment objective: "Installation of new useful thermal energy production equipment in cogeneration (CHP) in CET I Iași", detailed in the sections with the general and particular technical specifications in the terms of reference. The installation for the production of thermal and electrical energy targeted by this project will constitute a source of energy production, in high-efficiency, flexible cogeneration, using renewable energy resources, for the centralized thermal energy supply system (SACET) of the Municipality of Iași. By achieving this investment objective, the aim is to modernize the SACET belonging to the Municipality of Iași, to increase energy efficiency and comply with environmental regulations, in order to ensure the continuity and increase the quality of the public service of thermal energy supply to urban consumers connected. By implementing this project, SACET Iași will become an efficient system, in accordance with the provisions of the Energy Efficiency Directive from 2028 onwards. The new source will be developed within the CET I Iași site and will be connected to the existing technological installations within the CET I Iași site, and will be equipped with the installation of a configuration of 3, 5, 6, 7, 8 or 9 identical natural gas thermal engines, H2-READY, with a total of at least 21.12 MWt (MT CHP) and at least 20.1 MWe. The main installations and equipment annexed to the new cogeneration source are: a heat accumulator with the corresponding pumping systems, a degassing system, an electrical station, connections to the necessary utility installations, together with all necessary auxiliaries. The guaranteed efficiency of the installation as a whole will be at least 88%. The deadline within which the contracting authority will clearly and fully respond to all requests for clarification: 11 days before the deadline set for the submission of tenders in the invitation to participate. The number of days until which clarifications can be requested before the deadline for the submission of tenders/candidacies is 18 days.
