The subject of the procurement is the main design and architectural design tasks of the planning phase of the Suviranta museum project in Järvenpää. Suviranta is located at Suvirannankatu 5, 04400 Järvenpää. Suviranta is the culturally significant artist's home of Eero and Saimi Järnefelt and part of the cultural environment associated with the Tuusulanjärvi artists' community. The target forms a valuable whole with its buildings, interiors and courtyard areas. The goal of Järvenpää City is to develop Suviranta into a museum site while preserving the cultural and protective values of the building and its environment. The aim of the project planning is to determine the prerequisites for implementing the museum project, the necessary measures and their scope, as well as the starting points for further planning. Project planning will clarify and coordinate, among other things, the operational needs of museum operations, the repair and modification needs of buildings and courtyard areas, the infrastructure required for museum operations, the implementation possibilities of a permanent ticket office, traffic and parking arrangements, as well as zoning and authority requirements. In addition, the results of the condition surveys of the main building, the scheduling of the PTS repairs and the required scope of the later implementation planning will be taken into account. Previously, among other things, a needs assessment, a building historical survey, a museum plan, a museum garden plan and a conservation management plan have been prepared for the target. The documents serve as the starting material for project planning. In the planning, the emphasis is on preserving the cultural historical values of the existing building, interiors and environment, as well as coordinating the solutions required for museum operations with the protection targets. Project planning includes essential cooperation with the area museum and other authorities necessary for the project. As part of the project planning, separate building technical as well as moisture and indoor air technical condition surveys will be carried out. The condition surveyor is in a contractual relationship with the client, but the surveys will be carried out in close cooperation with the main and architectural designer. The designer's task is to guide the surveys from the perspective of historical values and protection targets, as well as to participate in the coordination of the survey plan, survey methods, structural statements and necessary inspections. There are still usage rights related to the Suviranta main building, which must be taken into account in project planning, as well as in the preparation of surveys, inspections and design solutions. The selected service provider will act as the main designer and architectural designer for the project planning phase. The service provider is expected to actively cooperate with the client, user, condition surveyor, area museum, building supervision, zoning and other experts and authorities related to the project. As a result of the assignment, the plans, reports, alternative studies, design information required for cost estimation and other material defined in the tender documents will be prepared for the project planning phase, so that decisions can be made about the project's continuation, scope and implementation method, and possible implementation planning can be started with sufficient starting information. The procurement concerns only the main and architectural design of the project planning phase. Possible later implementation planning is not included in this procurement, but it will be decided and procured separately after the project plan is completed and approved. The estimated value of the procurement is below the national threshold according to the procurement law. However, the procurement unit has decided to tender the procurement as an open national procurement due to the special features of the project and the required museum, protection and repair construction expertise. With the open tendering, it is aimed to reach as wide a group of bidders as possible that meet the special requirements of the project. A national procurement notice will be published for the procurement. The estimated start date of the assignment is 28.9.2026 and the estimated completion date is 28.2.2027. The schedule is a preliminary estimate and will be refined at the beginning of the project planning phase together with the client and the selected service provider. The schedule may be affected by, among other things, the progress of the condition surveys, cooperation with authorities and museums, the refinement of starting information, as well as alternative studies and decisions made during project planning. The assignment will be implemented as a lump-sum consultancy assignment. The work will be invoiced based on the completed working hours and the hourly rates reported in the tender, but no more than the offered lump sum. The lump sum includes all the main and architectural design tasks defined in the tender and its appendices, as well as their proper completion. The bidder must present in their bid an estimate of the total work quantity of the assignment and the distribution of the work quantity to the persons named in the project. Exceeding the lump sum does not entitle to additional compensation for the task set defined in the tender. Any additional and modification work ordered separately by the client and their price will always be agreed in writing before starting the work.
