The framework agreement will be executed by the issuance of purchase orders. Each lot will be the subject of a separate award. The services are settled by unit prices. The Department is legally competent in social policies that contribute to the maintenance at home of persons as well as to the prevention of the loss of autonomy of persons and the preservation of the social bond. This competence in the prevention of the loss of autonomy has been strengthened by Law No. 2015-1776 on the adaptation of society to ageing of 28 December 2015 and the establishment of the conference of financiers 63. In the framework of the implementation of this competence, the Department of Puy-de-Dôme has set up a support and security system called teleassistance, the objectives of which are to offer, within the framework of support for elderly and disabled persons at home, technological security, support for these persons weakened by age, illness or disability and to fight against isolation.
