Romania – Cadastral surveying services – Înregistrare sistematică a imobilelor în sistemul integrat de cadastru și carte funciară și realizarea unui GIS în baza înregistrării sistematice în Comuna Florești, județul Mehedinți

The subject of this procedure is the award of the procurement contract for the provision of services for the systematic registration in the Integrated Cadastre and Land Book System of all immovable properties within the territorial administrative unit (UAT) of Comuna Floresti, Mehedinti County, taken from the Regulation on the implementation, verification and reception of systematic cadastral works and the ex-officio registration of immovable properties in the land book, approved by the Order of the General Director of ANCPI no. 1/2020, with subsequent amendments, as well as services for the creation of a database-type application that will include the data collected during the systematic cadastral survey. Bidders will provide systematic cadastral services for immovable properties in the UAT of Comuna Floresti, Mehedinti County, in accordance with ANCPI Order 1/2020, which mainly involve: the identification, measurement, description and registration of immovable properties in cadastral technical documents, their representation on cadastral maps, as well as the storage of data on electronic media; the identification of owners, possessors and other holders of immovable properties, their registration in technical documents and the storage on electronic media of their identification data for the purpose of registration in the land book; the public display of the results obtained following the provision of systematic registration services, the correction of reported errors and the opening of new land books, as well as services for the creation of a database-type application with the main information being the data collected during the systematic cadastral survey. Bidders will create a functional application with at least 7 modules that have the constructive and operational functionalities described in the terms of reference. The services involve the implementation of a GIS containing data from both the cadastral and urban planning domains, as well as from other sectors of activity of Comuna Floresti, Mehedinti County. In accordance with Article 160(1) of Law 98/2016, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for the submission of tenders. In accordance with the provisions of Article 160(2) of Law 98/2016, with subsequent amendments, the Contracting Authority sets a single deadline by which it will respond to all requests for clarification/information, 11 days before the deadline for the submission of tenders for requests for clarification submitted 18 days before the deadline for the submission of tenders.
