Poland – Refuse and waste related services – Odbiór i zagospodarowanie odpadów komunalnych z terenu Gminy Miejskiej Lubaczów pochodzących z nieruchomości zamieszkałych

The subject of the contract is a service involving the collection, transport, and disposal of municipal waste from property owners residing in the city of Lubaczów, collected in accordance with the provisions of the current Regulation on maintaining cleanliness and order in the Municipal City of Lubaczów, adopted by the Resolution of the City Council in Lubaczów. 2. The scope of the contract includes: 1) Collection from all property owners residing in the municipality of the quantity of individual fractions of municipal waste generated and collected, as listed in Section 2, Point 1, Letters A-D. A. Non-segregated (mixed) municipal waste (waste code: 20 03 01), collected in containers or bags. B. Municipal waste collected selectively, in containers or bags, divided into 4 fractions, namely: a) Paper and cardboard (designation: blue) including municipal waste: Paper and cardboard packaging (waste code: 15 01 01), Paper and cardboard (waste code: 20 01 01); b) Plastics and metals (designation: yellow) including municipal waste: Plastic packaging (waste code: 15 01 02), Metal packaging (waste code: 15 01 04), Mixed packaging waste (waste code: 15 01 06), Metals (waste code: 20 01 40); c) Glass (designation: green) including municipal waste: Glass packaging (waste code: 15 01 07), Glass (waste code: 20 01 02); d) Biodegradable waste (designation: brown), including municipal waste: Biodegradable kitchen waste (waste code: 20 01 08), Biodegradable waste (waste code: 20 02 01). C. Municipal waste collected selectively, not requiring containers for their collection, including: a) Bulky waste (waste code: 20 03 07), including: furniture and other bulky waste; b) Used tyres (waste code: 16 01 03); c) Fluorescent lamps and other mercury-containing waste (waste code: 20 01 21*), Equipment containing freons (waste code: 20 01 23*), Used electrical and electronic equipment other than those listed in 20 01 21, 20 01 23, 20 01 35 (waste code: 20 01 35*), Used electrical and electronic equipment other than those listed in 20 01 21, 20 01 23 and 20 01 35 (waste code: 20 01 36). D. Municipal waste collected selectively in containers or bags for their collection in the Municipal City of Lubaczów, including: a) Batteries and accumulators including batteries and accumulators listed in 16 06 01, 16 06 02 or 16 06 03 as well as unsorted batteries and accumulators (waste code: 20 01 33*); b) Batteries and accumulators other than those listed in 20 01 33 (waste code: 20 01 34) – collected in containers located in schools and in selected public utility buildings in the Municipal City of Lubaczów; c) Medicines other than those listed in 20 01 31 (waste code: 20 01 32), after the expiry date and unused medicines, collected in containers located in selected pharmacies handed over by residents (does not apply to medicines originating from business activities). 3. The contract related to the disposal of municipal waste collected directly from residents includes, in particular, the performance of services in the field of: 1) Mechanical-biological treatment of non-segregated (mixed) municipal waste and the separation from non-segregated (mixed) municipal waste of fractions suitable in whole or in part for recovery. 2) Processing of selectively collected biodegradable waste in accordance with the Waste Act (i.e. Journal of Laws of 2023, item 1587, 1597, 1688, 1852, 2029, of 2024, item 1834, 1911, 1914, of 2025, item 1812, of 2026, item 174). 3) Carrying out the mechanical-biological process of treating mixed municipal waste (fraction undersize 0-80 mm) in accordance with the Waste Act (i.e. Journal of Laws of 2023, item 1587, 1597, 1688, 1852, 2029, of 2024, item 1834, 1911, 1914, of 2025, item 1812, of 2026, item 174), the oversize fraction (> 80 mm) with the required calorific value by current law must be transferred for disposal as alternative fuel. 4) Disposal of waste after the mechanical-biological treatment process of mixed municipal waste (stabilisate). 5) Sorting from mixed packaging waste and secondary raw material waste for their recovery. 6) Sorting of mixed packaging waste and waste collected at source for their recovery. 7) Disposal of waste with code 20 03 99. 8) Disposal of other types of waste, including construction and demolition waste. 4. During the validity of the contract, the Contractor shall be obliged to: 1) Aim to achieve appropriate levels of recycling, preparation for reuse and recovery by other methods as well as limiting the mass of biodegradable municipal waste sent for disposal. 2) Comply with the applicable legal provisions, in particular the Act of 14 December 2012 on Waste (i.e. Journal of Laws of 2023, item 1587, 1597, 1688, 1852, 2029, of 2024, item 1834, 1911, 1914, of 2025, item 1812, of 2026, item 174) and the Act of 13 September 1996 on Maintaining Cleanliness and Order in Municipalities (i.e. Journal of Laws of 2025, item 73
