An offer must be submitted for all items in a given lot for it to be valid. The contracting authority does not allow offers to be submitted for individual items within a lot. The contracting authority has specified a detailed description of the subject of the procurement and the mandatory conditions that must be met by the offered subject of the procurement in Annex No. 2 and in the contract template.
