The requirements set out in Article 116, paragraph 4 of the LCSP are justified. The need of the Administration to which it is intended to give satisfaction by contracting the corresponding services; and its relationship with the subject of the contract, which must be direct, clear and proportional, the suitability of its object and the municipal competence for the execution of the contract, that is, that it responds to the institutional purposes of the Ayuntamiento de Málaga.
