Rumeenia – Ehitusjärelevalveteenused – Servicii de asistență tehnică – supervizare și dirigenție de șantier pentru lucrările aferente obiectivului de investiții „Construire Subunitate de Pompieri Săveni în cadrul Inspectoratului pentru Situații de Urgență „Nicolae Iorga” al județului Botoșani”

Ministerium Afacerilor Interne prin Inspectoratul pentru Situații de Urgență „Nicolae Iorga” al județului Botoșani, ca contractant, on beneficiar of a financing contract for the investment objective called „Construire Subunitate de Pompieri Săveni în cadrul Inspectoratului pentru Situații de Urgență „Nicolae Iorga” al județului Botoșani”, financed through the Sustainable Development Programme 2021 – 2027 (PDD). In accordance with the provisions of Chapter III, Section 1 - Obligations and responsibilities of investors, art. 22, lit. d) of Law no. 10/1995, investors are obliged to „ensure the verification of the correct execution of construction works through specialized directors or specialized economic operators, throughout the works”. Therefore, for the successful implementation of the aforementioned investment objective, within the contracted term, corroborated with the need to ensure the correct verification of all works related to it, the contracting authority is procuring the technical assistance service – site management ensured by specialized technical personnel, authorized according to the provisions of the order of the minister of regional development and tourism no. 1496/2011. The service aims to ensure, throughout the implementation of the investment, the supervision, verification, control and monitoring of the execution of the works from the point of view of quality, cost, time and safety, through a team consisting of: ● a coordinator responsible for the site managers; ● a site manager authorized in the fields 2.2 – Civil, industrial and agricultural constructions (category of importance C) and 3.3 – Roads, bridges, tunnels, airport runways, cable transport – of local interest; ● site managers authorized in the fields 8.1 – Electrical installations, 8.2 – Sanitary, heating and ventilation installations and 8.3 – Natural gas installations. The site management can be ensured either by an authorized natural person, or by a commercial company that has as its activity the services of consulting in constructions - site management. The requested activities will be contracted by a single economic operator. Given the particular importance of the mentioned investment objective, for the realization of all activities and the successful implementation of it, it is very important that the Bidder understands in detail all the particularities of the investment objective, in the context described in the terms of reference, the documents annexed to it and their own conclusions. Through the site management services, the execution of all the works related to the investment objective called „Construire Subunitate de Pompieri Săveni în cadrul Inspectoratului pentru Situații de Urgență „Nicolae Iorga” al județului Botoșani” will be supervised, verified, controlled and monitored from the point of view of the parameters of quality, time, cost and safety, with the respect of the multitude of legal provisions, regulations and technical prescriptions related to all construction and installation works within the investment objective. The deadline within which the contracting authority will respond clearly and completely to all requests for clarification/information: In the 15th day before the deadline for submitting offers. The number of days until which clarifications can be requested before the deadline for submitting offers / applications: 25. Requests for clarification regarding the award documentation will be transmitted only through SEAP (https://e-licitatie.ro), by accessing the dedicated section „Questions” from the details of the ongoing award procedure. ATENȚIE!!! For the respect of the principle of equal treatment, the interested economic operators will respect the provisions of the notification ANAP no. 247 regarding the method of transmitting the requests for clarification and the additional information.
