Rumeenia – Tavajäätmete käitlus- ja kõrvaldusteenused – PROIECTARE-EXECUŢIE-OPERARE STAŢIE DE TRATARE MECANO-BIOLOGICĂ CU DIGESTIE ANAEROBĂ ȘI RECUPERARE DE ENERGIE ȘI STAȚIE DE TRANSFER GALAŢI

See public procurement is carried out jointly by an association of contracting authorities, under art. 44 of Law 98/2016. JUDEŢUL GALAŢI (Consiliul Judeţean Galaţi) is the mandated contracting authority to organise the present award procedure, as the association leader. The contracting authority will be represented by any of the beneficiary/contracting authorities that are signatories to the public procurement contract. The contracting authorities that associate for the implementation of the present joint procurement are: - Judeţul Galaţi (Consiliul Judeţean Galaţi); - Asociaţia de Dezvoltare Intercomunitară ECOSERV Galaţi. The contract includes the design, execution and operation of the Galaţi waste transfer station and the mechanical-biological treatment plant with anaerobic digestion, namely: a) Preparation of the Technical Project in accordance with national legislation, including all necessary documents (memories, drawings, calculations, etc.) and any documentation necessary to obtain the building permit; b) Preparation of the documentation necessary to obtain the authorisations and approvals necessary for execution; c) Construction works; d) Supply and installation of machinery and technological equipment; e) Testing and commissioning; f) Remedying any defects that may arise during the Warranty Period; g) Administration and operation of the waste transfer station and the mechanical-biological treatment plant with anaerobic digestion. The Warranty Period is 36 months. The operating period of the facilities is 10 years. The contract defines 4 work sectors as follows: Sector 1 - Waste Transfer Station Sector 2 - Mechanical Treatment Station Sector 3 - Anaerobic Digestion Station Sector 4 - Composting of Digestate - Design phase (6 months): preparation of the Technical Project in accordance with national legislation, including all necessary documents. - Execution phase (32 months): construction works, supply and installation of machinery and technological equipment, testing and commissioning. - Operation phase (10 years): administration and operation of the waste transfer station and the mechanical-biological treatment plant with energy recovery. The rates are presented in the Explanatory Study, and the summary of the maximum ceilings for the rates relating to the first year of operation is presented below: - Maximum rate year 1, for the transfer of paper, metal, plastic and glass waste: 175,08 lei/ton without VAT - Maximum rate year 1, for the transfer of residual waste: 187,73 lei/ton without VAT - Maximum rate year 1, mechanical-biological treatment: 556,28 lei/ton without VAT - Maximum rate year 1, anaerobic digestion: 520,51 lei/ton without VAT. Clarifications may be requested within a period not exceeding 20 days until the deadline set for the submission of tenders. The deadline by which the contracting authority will respond clearly and fully to all requests will be: on the 11th day before the tender submission deadline.
