**Short description of the procurement:** The European Commission, Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO) intends to establish a dynamic purchasing system (DPS) for tubular running services. The DPS will have a duration of 48 months with the possibility of extension up to 24 additional months.

3. **Conditions for participation**

**Eligibility criteria:** In order to be eligible for participation, candidates must fulfil the following criteria:

- Be established in an EU Member State or in a country that is a signatory to the Agreement on the European Economic Area (EEA) or the Swiss Confederation.

- Have the necessary professional qualifications and experience in the provision of tubular running services.

- Provide evidence of financial and technical capacity to perform the contract.

- Be registered in the Official Journal of the European Union (OJEU) as a supplier of tubular running services.

**Award criteria:** The most economically advantageous tender will be selected on the basis of the following criteria:
