II. Description of the Contract

The Foundation for Tomorrow's Schools is seeking to appoint an insurance broker to provide various insurance covers for its activities. The contract will be awarded to the tenderer offering the most economically advantageous tender.

III. Tendering Procedure

The tendering procedure will be conducted in accordance with the rules of the Foundation for Tomorrow's Schools and the relevant EU public procurement regulations.

IV. Tender Submission

The deadline for the submission of tenders is 12.00 noon (Brussels time) on 15.06.2026. Tenders must be submitted in English, in the prescribed format, and must be accompanied by the appropriate documentation.

V. Tender Evaluation

The tenders will be evaluated on the basis of the following criteria:

1. The quality of the insurance covers offered (40%)

2. The price of the insurance covers (30%)

3. The experience and qualifications of the insurance broker (20%)

4. The proposed insurance terms and conditions (10%)

VI. Award of Contract

The contract will be awarded to the tenderer offering the most economically advantageous tender, as determined by the evaluation criteria set out above.

IX. Language

The language of the tender is English.

X. Time Limit for Receipt of Tenders

The deadline for the submission of tenders is 12.00 noon (Brussels time) on 15.06.2026.

XI. Tender Opening

The opening of the tenders will take place at 14.00 (Brussels time) on 16.06.2026 at the offices of the Foundation for Tomorrow's Schools.

XII. Tender Validity

The validity of the tenders will be 90 days from the date of the opening of the tenders.

XIII. Contract Duration

The duration of the contract will be 3 years, with the possibility of renewal for a further 2 years.

XIV. Contract Value

The estimated value of the contract is EUR 500 000.

XV. Legal Basis

The contract will be awarded in accordance with the relevant EU public procurement regulations.

XVI. Exclusion Grounds

The tenderer must not be subject to any of the exclusion grounds set out in the relevant EU public procurement regulations.

XVII. Selection Criteria

The selection criteria for the tenderer are as follows:

1. The tenderer must have at least 5 years' experience in providing insurance brokerage services (20%)

2. The tenderer must have a valid insurance broker's licence (20%)

3. The tenderer must have a good track record of providing insurance covers for similar organisations (20%)

4. The tenderer must have the necessary financial and technical resources to provide the required insurance covers (20%)

5. The tenderer must have a good understanding of the Foundation for Tomorrow's Schools and its activities (20%)

XVIII. Award Criteria

The award criteria for the tender are as follows:

1. The quality of the insurance covers offered (40%)

2. The price of the insurance covers (30%)

3. The experience and qualifications of the insurance broker (20%)

4. The proposed insurance terms and conditions (10%)

XIX. Contract Performance

The tenderer must provide the required insurance covers for the duration of the contract and must comply with the terms and conditions of the contract.

XX. Contract Termination

The contract may be terminated by either party in accordance with the terms and conditions of the contract.

XXI. Dispute Resolution

Any disputes arising from the contract will be resolved in accordance with the relevant EU public procurement regulations.

XXII. Confidentiality

The tenderer must keep all information relating to the tender and the contract confidential.

XXIII. Publicity

The award of the contract will be published in the Official Journal of the European Union (OJEU) in accordance with the relevant EU public procurement regulations.

XXIV. Complaints

Any complaints relating to the tendering procedure or the award of the contract must be submitted in writing to the Foundation for Tomorrow's Schools within 10 days of the publication of the award of the contract in the OJEU.

XXV. Subcontracting

The tenderer may subcontract part of the contract, provided that the subcontractor meets the selection and award criteria set out in this notice.

XXVI. Environmental Considerations

The tenderer must comply with the relevant environmental regulations and must take into account the environmental impact of the insurance covers provided.

XXVII. Social Considerations

The tenderer must comply with the relevant social regulations and must take into account the social impact of the insurance covers provided.

The tenderer must demonstrate a commitment to innovation in the provision of insurance covers.

The tenderer must be able to communicate electronically with the Foundation for Tomorrow's Schools.

The tenderer must be able to access information relating to the tender and the contract electronically.
