Reasons for not completing the division into parts: The order has not been divided into parts, as it is a single comprehensive investment project implemented in the formula „Zaprojektuj i Wybuduj”, requiring the maintenance of design and execution coherence and coordination of all sectors. Dividing the order could result in organisational difficulties, extending the implementation of the investment and dispersing responsibility for achieving the intended effects. At the same time, the lack of division of the order into parts does not limit competition, as the subject of the order corresponds to the standard scope of activities of entities operating in the construction market, and contractors can apply for its implementation independently, jointly within a consortium or with the involvement of subcontractors.
