DSP on commonly used medicinal products, necessary for the activities of UMBAL PROF. D-R. STOYAN KIRKOVICH AD. Within the framework of the dynamic purchasing system (DSP), general orders for the delivery of commonly used medicinal products for the needs of UMBAL "PROF. D-R. STOYAN KIRKOVICH" AD, including medicinal products listed in Appendix №2 of the Positive Drug List, medicinal products not included in the PDL, and medicinal products intended for the treatment of oncological diseases, will be placed. The purpose of the orders is to ensure the needs of medical units, which are separated and function in the medical institution. The dynamic purchasing system is not divided into categories – it includes medicinal products, the distribution and trading conditions of which are regulated by the Law on Medicinal Products in Human Medicine, for which uniform criteria for the selection of participants and equal essential conditions for deliveries will be applied. The nature and the forecasted quantity of the deliveries are described through the subjects and technical specifications of public orders with the same subject, placed by UMBAL "PROF. D-R. STOYAN KIRKOVICH" AD in the period 2024-2025. The technical specifications of the aforementioned public orders, including the types of medicinal products, characteristics, and quantities for certain periods, should be considered as annexed to the present description by indicating the internet addresses of the electronic files of the procedures under the Public Procurement Act, as follows: 1. The final specifications and the specific needs for certain medicinal products for a certain period will be determined in the course of the functioning of the DSP within the framework of the specific general orders. The forecasted quantities of deliveries from the subject of the present DSP are also described by indicating the forecasted value of the DSP, which is determined on the basis of the expenditure of the medical institution for analogous medicinal products for the period 2023 – 2026, as well as on the basis of studies on the inflationary processes of medicinal products and the increase in their state-regulated prices. Determined in this way, the forecasted value of the DSP amounts to the amount indicated in the announcement of the dynamic purchasing system and it refers to the total duration of the DSP of 3 years. The offered medicinal products must meet the requirements of the Law on Medicinal Products in Human Medicine /LMPHM/ and must have a valid marketing authorisation in the country, issued by the IAL under the Law on Medicinal Products in Human Medicine (LMPHM) or Regulation (EC) № 726/2004 of the European Parliament and of the Council, and a certificate for the release of each batch, issued by a qualified person under the LMPHM, certifying that the batch of medicinal product is manufactured and controlled in accordance with the marketing authorisation. In case of expiry of the marketing authorisation of a medicinal product during the respective year/years, for which the specific public orders are conducted, the participant declares in the proposal for the execution of the order that the quantities of the medicinal product are available for the term of the contract, in accordance with Art. 55, para. 6 of the LMPHM. The medicinal products must have an approved price, in accordance with Art. 261a of the LMPHM. The shelf life of medicinal products must be not less than 6 months from the date indicated on the packaging, to the date of the acceptance protocol, in which the delivery is objectified. 3. General provisions of the DSP: The DSP is an entirely electronic process, which the contracting authorities can use for frequently made orders, the typical characteristics of which meet the requirements of the contracting authorities. The dynamic purchasing system is open throughout its term for any candidate who meets the selection criteria. Access to and participation in it are free and unpaid for all interested parties. All candidates who meet the selection criteria are included in the DSP. Within the framework of the DSP, the placing of general orders is carried out in stages. According to Art. 101 of the Public Procurement Act, depending on the stage of the procedure, the candidates submit applications for participation, and the qualified (admitted) candidates - offers. First stage /initial collection of applications for participation/: Qualification of suppliers (admission of suppliers to the system). At this stage, applications for participation are collected. The applications for participation /EEPOP and the other required documents for selection/ contain information about the personal status of the candidates and the selection criteria. The deadline for the initial collection of offers for participation in the DSP is indicated in the announcement and is in accordance with Art. 85, para. 2 of the Public Procurement Act (minimum 30 days from the date of dispatch of the announcement for publication).
