II.1.4) Short description

The European Commission, Directorate-General for Health and Food Safety, is organising a framework agreement for the supply of immunological tests for the period 2027 - 2030. The purpose of this call for tenders is to establish a framework agreement with several suppliers in order to ensure the availability of a wide range of immunological tests for the European Commission's laboratories and other entities of the European Union.

II.2.3) Place of performance

II.2.4) Description of the procurement

The European Commission, Directorate-General for Health and Food Safety, intends to conclude framework agreements with several suppliers for the supply of a wide range of immunological tests. The framework agreements will cover the following main categories of tests:

- Enzyme-linked immunosorbent assay (ELISA) tests

- Immunoblot tests

- Immunofluorescence tests

- Immunochromatographic tests

- Immunoprecipitation tests

- Immunoassays

- Immunohistochemistry tests

- Immunofluorescence microscopy tests

- Other immunological tests

The framework agreements will be concluded for a period of four years, from 2027 to 2030. The total estimated value of the framework agreements is 200 000 000.00 EUR (excluding VAT).

II.2.5) Award criteria

The most economically advantageous tender will be evaluated on the basis of the following criteria:

1. Price: 60 %

2. Technical quality: 30 %

3. After-sales service: 10 %

Description of renewals:

The framework agreements may be renewed for up to two additional periods of four years each, subject to the satisfactory performance of the suppliers and the continuing needs of the European Commission.
