**1. Introduction**

The European Investment Bank (EIB) is looking for a service provider to design, develop, implement and maintain a set of recruitment selection tools and assessment centres for the EIB Group.

**2. Description of the services**

The service provider will be required to:

- Design and develop a set of recruitment selection tools and assessment centres tailored to the specific needs of the EIB Group.

- Implement the recruitment selection tools and assessment centres, including the necessary training for EIB staff.

- Maintain and update the recruitment selection tools and assessment centres on a regular basis.

- Provide support and troubleshooting for any issues that may arise.

- Ensure the confidentiality, integrity and availability of all data processed through the recruitment selection tools and assessment centres.

- Comply with all relevant data protection regulations, including the General Data Protection Regulation (GDPR).

- Provide regular reports on the performance and usage of the recruitment selection tools and assessment centres.

- Ensure that the recruitment selection tools and assessment centres are accessible to all users, including those with disabilities.

**3. Duration of the contract**

The contract will have a duration of 48 months, with the possibility of extension for an additional 24 months.

**4. Budget**

The total budget for this contract is EUR 500 000 (excluding VAT).

**5. Eligibility and selection criteria**

- The service provider must be established in an EU Member State or a country that is a party to the EEA Agreement or the Swiss Confederation.

- The service provider must have a proven track record in designing, developing, implementing and maintaining recruitment selection tools and assessment centres.

- The service provider must have the necessary technical expertise and resources to deliver the services as specified.

- The service provider must comply with all relevant data protection regulations, including the GDPR.

- The service provider must provide references from at least three satisfied clients for similar services provided in the last 3 years.

**6. Submission of tenders**

Tenders must be submitted electronically via the eTendering platform of the EIB.

**7. Evaluation criteria**

Tenders will be evaluated based on the following criteria:

- Technical expertise and experience (40%)

- Understanding of the EIB's needs and proposed approach (30%)

- Price (30%)

**8. Award procedure**

The award procedure will be conducted in accordance with the EIB's procurement rules and regulations.
