Norway – Building-cleaning services – Framework agreement for cleaning services

Background The contracting authority needs to establish a new framework agreement for cleaning services for several buildings. The aim of the procurement is to ensure a more uniform, efficient and predictable cleaning delivery across the buildings, including new premises that shall be included in the contract. The need includes both existing and coming locations of varying sizes, use and cleaning needs. The contracting authority would therefore like a tenderer who can provide services of uniform and stable quality, at the same time as the delivery can be adapted to changes in scope and needs over time. The procurement shall facilitate good follow-up, clear quality management and equal cleaning standard in all buildings. It is also important for the contracting authority that the delivery safeguards environmental considerations through the use of suitable and environmentally friendly products and methods. Description of the assignment The assignment is for the provision of cleaning services under a framework agreement for the contracting authority ́s buildings. The delivery shall include daily cleaning and periodic cleaning, with needs that vary between the different buildings. The cleaning services will mainly apply to office areas, communal areas and sanitary rooms, as well as new premises that can be included in the contract period. The delivery shall also include floor care and spring cleaning as needed. The Contracting Authority requests delivery with central coordination and local presence, including permanent gender neutral preferred and good follow-up across the buildings. Tenderers shall be able to handle changes and additional needs in a flexible and efficient way. The delivery shall support equal cleaning standards in all buildings and it shall be built on systematic quality follow-up, clear deviation routines and environmentally conscious systems. It is assumed that the cleaning will be carried out with the lowest possible chemical use and with products and methods that are adapted to different surfaces and materials.
