Description

The Strengthening Public Finances and Financial Markets II Project (FFM II), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), supports the Government of Iraq in advancing key reform priorities in public finance, financial integrity, and financial sector development. The Project aims to improve revenue mobilisation, strengthen budgetary and oversight functions, enhance AML/CFT capacities, and contribute to a more resilient and inclusive banking sector in both Federal Iraq (FI) and the Kurdistan Region of Iraq (KRI). In doing so, FFM II helps reduce vulnerabilities to money laundering, terrorist financing, and other forms of Illicit Financial Flows (IFF). The objective of this consultancy is to support GIZ and its Iraqi partners - in particular the Financial Intelligence Unit (FIU), the Central Bank of Iraq (CBI), the Ministry of Finance and the Federal and Kurdistan Integrity Commissions - in implementing reform measures that strengthen Iraq's resilience against Illicit Financial Flows (IFFs) and improve compliance with international standards on Anti-Money Laundering, Countering the Financing of Terrorism and Countering the Financing of Proliferation (AML/CFT/CPF). This includes expert support for the implementation of Iraq's FATF Action Plan and the follow-up to the MENAFATF Mutual Evaluation Report (MER).
