GSI Helmholtzzentrum für Schwerionenforschung GmbH, a company based in Darmstadt, operates one of the world's leading particle accelerator facilities for research. Approximately 1,600 employees work on the site; this is supplemented by more than 1,100 visiting scientists from around the world each year, and an average of around 120 visitors per day. In the immediate vicinity, the Facility for Antiproton and Ion Research (FAIR) is being constructed, one of the largest research construction projects in Europe. The AG is obliged to comply with regulations to protect life, body, health, freedom, property, and other rights of individuals, and to protect the interests of third parties from damage that may arise from the properties, buildings, and technical facilities. At the same time, employees, guests, and users of the buildings and areas should feel safe and welcome. To achieve these goals, the AG relies on the expertise and performance of the AN. Security plays a key role on the research campus: it protects people, buildings, facilities, and assets, ensures orderly access, assists in hazard prevention, and is available around the clock for employees and guests. AG and AN understand their cooperation as a partnership-based service relationship, based on reliability, quality, transparency, trust, and continuous improvement. The AN commits to performing the services entrusted to it with the necessary care and to do everything that is required and reasonable under the specific circumstances to achieve the goals. To this end, it acquires knowledge of the contractual areas and buildings, enabling it to recognize potential hazards early, organize and implement appropriate measures as needed, and inform the AG. A crucial prerequisite for this is the deployment of suitable, trained core personnel. With this in mind, the contracting parties conclude this contract.

Objective

The objective of the framework contract is to ensure professional, reliable, and at the same time flexible security for the properties of the GSI and the FAIR. The AN ensures through qualified personnel and defined security processes, in particular:

- the protection of persons (employees, guests, visitors, external companies),

- the protection of buildings, facilities, critical infrastructure, assets, and information,

- the control of access and entry as well as a representative reception service,

- the monitoring of safety-relevant facilities and the qualified handling of alarms and interventions,

- participation in hazard prevention, emergency, and crisis management,

- an uninterrupted operation as well as the support of the operational processes of the contracting authority (AG).

Organisationally, the AG aims to be able to control the scope of services flexibly and as needed during the contract period. The main reason for this is, in particular, the ongoing FAIR construction project, the successive takeover of the operation of buildings and areas of the FAIR GmbH by the GSI, the currently not yet finally decided implementation of the perimeter double protection, as well as possible new requirements from the building permit. The exact service requirement (scope, times, priorities) cannot be finally determined at the time of the tender.
