2. Background
Stockholm's electricity grid is facing extensive modernisation. Ellevio is undertaking a multi-year initiative to improve operational safety, create flexibility in the city's electricity distribution, and ensure capacity for future energy needs. This initiative includes upgrading 233 substations of types O77 and V77 within Ellevio's concession 48. The switchgear in these facilities are approaching the end of their technical and regulatory lifespan, and many stations have components and building parts from the 1980s. This is an opportunity to be a central player in one of Stockholm's most extensive modernisation projects for electrical infrastructure.
3. Project Objectives and Drivers
The project aims to create a robust, future-proof, and easily operable electricity grid in central and outer parts of Stockholm. Through the modernisation of the substations, Ellevio aims to:
- Improve operational safety by replacing LSP and MSP switchgear
- Enable redundancy in cable connections and power supply paths
- Improve fault detection and restoration times through the installation of RTUs
- Improve the working environment through measures in existing buildings
- Prepare for future transformer replacements
- Secure electricity supply in a growing metropolis
This is a strategically important project, both for Ellevio and for the development of Stockholm's electricity grid.
4. Scope – Package 1
The first package includes the modernisation of 23 substations in City, Söderort, and Västerort, to be completed in 2027.
Work Content
- LSP cable laying ca 9,200 m
- MSP cable laying ca 920 m
- Replacement of LSP switchgear in 23 substations
- Replacement of 23 MSP switchgear
- Civil works ca 1,150 m
- Installation of 23 RTUs
- Work with control equipment and AKB
- Tabling and management of temporary substations during outages
- Internal and external building measures in existing substations
The work will be carried out in a dense urban environment, where planning, working environment, and implementation capability are central success factors.

- deliver quality at all levels – from planning to commissioning.
