1. **Powers of the Contracting Authority**

The contracting authority is the French State, represented by the Ministry of the Environment, which is responsible for the environmental impact assessment of the project, as well as the implementation of the environmental measures and the management of the environmental monitoring of the project.

2. **Object of the Contract**

The purpose of the contract is to carry out the ecological expertise of the wetlands in the area of the Lyon-Turin railway line.

3. **Duration of the Contract**

The duration of the contract is 12 months from the date of signature of the contract.

4. **Contract Value**

The estimated value of the contract is 50 000 EUR, excluding VAT.

5. **Procedure**

The procedure is an open procedure.

6. **Award Criteria**

The award criteria are as follows:

- Technical expertise: 60 %

- Price: 40 %
