Tampereen kaupungin Lupa liikkua ja Lupa harrastaa -toiminta is a part of the national Harrastamisen Suomen mallia, which aims to provide primary school pupils (1st - 9th grade) with high-quality, enjoyable and free leisure activities in the vicinity of their own school and home, listening to the children's wishes. The organisers of the activities can be sports clubs, individual artists and art educators, professional arts, cultural and sports actors, and other professional actors. The leisure activities are year-long activities that begin in September and end in May. Tampereen kaupunki will tender the arrangement of leisure activities for children and young people for the period September 2023 - June 2028 as part of the Harrastamisen Suomen malli project. During this period, several calls for tenders will be published. The tenders will be carried out within the framework of a newly established dynamic procurement system. The dynamic procurement system is a two-stage process. In the first stage of the dynamic procurement system, applicants register for the system and their suitability is checked, and in the second stage, applicants can submit tenders for tender competitions, which are held within the DPS system. All suppliers who meet the eligibility and minimum requirements will be selected for the DPS. The procurement system includes three separate sub-areas: 1) physical leisure activities, 2) cultural, digital and other leisure activities, 3) leisure activities for children with special needs.
